Job Title: Business Architect (MITA BPMN HHS Eligibility Systems Medicaid/SNAP/TANF)
Location: Austin TX (Hybrid -local to Austin Area Only)
We are currently seeking candidates who meet the following qualification
Mandatory Qualifications - Progressive experience in a Business Architect role or similar strategic capacity with a strong emphasis on enterprise-level initiatives.
- Proven track record of leading or significantly contributing to large-scale digital transformation and business process reengineering projects driving measurable improvements in operational efficiency and service delivery.
- Demonstrable expertise with Medicaid Information Technology Architecture (MITA) including practical application in complex system environments. Experience with MITA State Self-Assessments (SS-A) is highly desirable.
- Strong business modeling skills with expert proficiency in methodologies and tools such as BPMN UML ArchiMate and a deep understanding of enterprise architecture frameworks.
- Superior analytical problem-solving and critical thinking abilities with the ability to dissect complex issues and design pragmatic solutions.
- Excellent written and verbal communication presentation and interpersonal skills for both technical and non-technical stakeholders at all organizational levels.
- Strong negotiation facilitation and conflict resolution skills.
- Bachelors degree in Business Administration Information Technology Computer Science or a related field (Masters degree preferred).
- Ability to work successfully with both technical and non-technical groups on complex business problems analyzing and evaluating current business methods and procedures for improvement.
Preferred Qualifications - Direct hands-on experience with Health and Human Services (HHS) integrated eligibility systems (e.g. Medicaid SNAP TANF CHIP) with deep understanding of federal regulations and state-specific policy nuances.
- Experience working in government or public sector environments.
- Relevant certifications such as CBAP TOGAF BPMN Lean Six Sigma Green/Black Belt.
- Familiarity with Agile and SAFe (Scaled Agile Framework) methodologies.
- Working knowledge of eligibility rules for SNAP Medicaid and TANF programs with ability to interpret and apply state and federal guidelines.
- Experience interpreting and applying policy within an integrated eligibility case management system.
Responsibilities - Serve as a strategic partner to business and technical teams aligning enterprise initiatives with organizational goals.
- Lead and contribute to digital transformation and process reengineering projects ensuring measurable efficiency and service improvements.
- Apply MITA principles and conduct assessments to guide system design and modernization.
- Develop and maintain business models and process documentation using BPMN UML ArchiMate and enterprise frameworks.
- Facilitate workshops negotiations and discussions to resolve conflicts and ensure alignment across stakeholders.
- Analyze and evaluate current business practices identifying gaps risks and opportunities for innovation.
- Provide clear persuasive communication of complex business and technical concepts to varied audiences.
- Collaborate across technical and non-technical groups to design and implement effective business solutions.
