About Us

The Queensland Fire Department (QFD) provides fire prevention preparedness and response services to fire in the built and landscape environments as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response including road crash rescue bushfire hazardous material technical and vertical rescue severe weather incidents remote and swiftwater rescue and provides a number of functions supporting community safety outcomes.


The department encompasses Queensland Fire and Rescue (QFR) Rural Fire Service Queensland (RFSQ) as well as the broader department which work together to pre-empt prevent mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.


The QFD is an organisation that is committed to reframing the departments relationship with Aboriginal and Torres Strait Islander peoples communities and organisations through activities identified in the QFD Reframing the Relationship Plan contributing to Closing the Gap outcomes and building our cultural capability.

Purpose of the role

Intelligence supports state and regional QFD operations through the leadership management and integration of intelligence related products and services that helps strengthen the capacity to withstand plan for and respond to fire and disaster events to maintain an intelligence function that contributes to the development of risk-based planning and policy at all levels of the Queensland Disaster Management Arrangements (QDMA). Intelligence Services also undertakes the assessment of risks threats and hazards so that decision makers responders and community members can take informed action to reduce their entitys risk and increase their resilience.


Reporting to the Executive Manager you will be a key member of the team responsible for the integration of an intelligence service delivery model throughout the state which will align QFD structure and business processes with the intelligence cycle informing QFD preparedness prevention response and recovery operations. You will be required to contribute to the QFD multi-hazard intelligence function by providing specialist advice in developing and maintaining a system that will determine information and intelligence requirements collect data and information process analyse and disseminate relevant outputs and products across all phases of disaster management and operations.

Key requirements

Highly desirable requirements

  • Have attained or willing to undertake nationally and QFD specific recognised training within the intelligence services capability.
  • Background and experience in intelligence processes procedures and systems.
  • Knowledge and understanding of the Australasian Inter-service Incident Management Systems and QDMA Frameworks and the Crisis Appreciation and Strategic Planning methodology.


Special requirements

  • It is expected that the incumbent may participate in an out-of-hours on-call roster during emergency operations. This may require work outside of normal hours (e.g. night shift) including weekends working extended hours and may include deployment to other parts of the state.

Your key accountabilities

Your part in the ongoing success of our department in supporting key frontline services will see you responsible for a variety of work including but not limited to:

  • Develop and maintain a system of evaluation to validate and ensure intelligence products and services meet requirements including identifying recommending and actioning intelligence capability improvements enhancements and data maintenance.
  • Assist in the delivery of relevant intelligence outputs and products relevant to maintain operational situation awareness and meeting decision support requirements in a multi-tiered governance environment.
  • Provide advice and contribute to the development of high quality recommendations arising from the analysis of intelligence products and data that supports strategic and operational decision making.
  • Assist in the development and implementation of appropriate intelligence performance measures to balance efficiency effectiveness and productivity of intelligence outputs.
  • Contribute to the development and implementation of communication and education strategies to effectively liaise between regions other emergency services groups and the community.
  • Build and maintain effective working relationships with key internal and external stakeholders to promote and enhance intelligence based capabilities increasing the departments capacity to integrate and share information.
  • Identify develop and maintain an intelligence product suite and specific intelligence systems to improve efficiency effectiveness and productivity of intelligence capability and reporting within QFD.
  • Assist in the preparation and production of intelligence reports briefings and submissions and any other correspondence in accordance with departmental requirements and governance.
