Description

Hennepin Countys Transportation Project Delivery department is seeking a Valuation Specialist to conduct valuations using Minimum Damage Acquisition (MDA) reports for agents to use in the negotiation process for the public during the acquisition process.

Location and hours:

This position is hybrid and will be performed both on-site at the Public Works Facility located at 1600 Prairie Drive Medina MN 55340 locations throughout Hennepin County to meet with clients and remote as job duties require. There is no public transportation to the Public Works Facility in Medina. Work hours will be Monday through Friday 8 a.m. - 4:30 p.m. While these positions are designated as hybrid based on current requirements hires must reside in or relocate to Minnesota or Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

This is a full-time benefit-earning position.
This position is internally classified as a Land Acquisition Agent.

In this position you will:

  • Prepare MDA reports or assists ordering Minimum Damage Acquisition (MDA) from independent contractors; review evaluate and assess independent MDAs.
  • Assist with negotiations with owners or their legal representatives for the purchase and/or disposition of real property.
  • Assist in preparing deeds easements and other related documents.
  • Maintain cost records and prepare reports and correspondence.
  • Conduct basic research on land prior to acquisition or disposition.
  • Coordinate the relocation of individuals and businesses from acquired properties.
  • Assist in managing a variety of consultants (relocation building purchasing etc.)
  • Testify as expert witness in condemnation action.
  • Represent the Right-of-Way Group on County committees.


Need to have:
One of the following:

  • Two or more years of college coursework in civil or transportation engineering surveying urban/regional planning geography/urban studies finance business real estate or a related field andthree or more years of real property appraisal or acquisition experience.
  • Five or more years of real property appraisal or acquisition experience.


Nice to have:

  • A Minnesota license in Real Estate Real Estate Broker Appraisal Engineering Land Surveying or related area.
  • Experience:
    • Reading and interpreting engineering drawings and plans.
    • Working on MDA Minimum Damage Valuation (MDV) Restricted Appraisal Appraisal Appraisal Review or Valuation Consultation.
  • Effective verbal and written communication skills.
  • Ability to:
    • Read understand evaluate and explain appraisal reports of real property.
    • Negotiate successfully for the purchase and disposition of real property.
    • Communicate with staff and the public with tact and discretion.
