NDDOT Starting Salary: $5649/month

Contract and Program Administration

Damage Claim Program Administrator
Process billing for damages to department-owned property.
Coordinate with individuals and insurance providers to ensure timely payment.
Determine appropriate action for unpaid accounts including referral to collections or account write-off.
Collaborate with the court system to secure restitution for claims.
Drug Testing Program Administration
Work with Districts safety team and vendors to ensure NDDOT Consortium Pool is in compliance with all federal standards and NDDOT policy.
Monitor contract portal user access/training and billing.
Ensure District points of contact are up to date (primary and secondary) and properly trained on portal policy and process.
Assist with updating training forms resources and communicating information as needed.
Coordinate with Safety team to formalize a training plan for Districts which includes reasonable suspicion and requirements for post incident testing.
Insurance Program Administration
Administer property and boiler insurance coverage for department assets.
Submit and track claims through the State Insurance Department.
Pay annual insurance premiums.
Ensure timely addition of newly constructed or acquired buildings to insurance schedules.
Validate and monitor the departments property inventory for insurance accuracy.
Track and report all insurance claims related to property damage.
Contracts and Agreements Administration
Serve as the contract administrator to include contract status renewals and extensions for division agreements leases and vendor contracts to include: Drug Testing/NDDOT Consortium Pool Parking Lot Snow Removal Contract Interstate Hay Bids Highway Patrol Work Zone Enforcement Program
Work with Divisions/Districts to review if current vendors are meeting program needs.
Create manage and update contracts in the Contract Management System (CMS).
Consult with procurement as needed.
Process and track payments to vendors and consultants.
Maintenance Division Financial Administration and Records Management

Review and process invoices for timely and accurate payment.
Assist in preparing customized budget reports for monitoring division finances and supporting biennial budgeting.
Monitor analyze and reconcile division expenditures.
Administer grant payments to subrecipients within the division.
Maintain records and documents in FileNet.
Maintain and update division forms.
Maintain division documents and manuals to include: Ensure all documents submitted for management review meet department formatting standards/ADA Compliance; Maintain and update the Departments Continuity of Operations Plan (COOP); Update operational manuals and ensure accessibility to current procedures; Prepare and coordinate the Departments annual Tier II hazardous materials report; and Conduct research and develop special reports as requested.
Emergency Response Support Duties

Serve as the Finance Section Chief during emergency response operations.
Act as the departments primary liaison with the Federal Emergency Management Agency (FEMA).
Track and report all emergency response costs including those related to snow/ice events flooding fires and wind damage.
Minimum Qualifications
Requires a bachelors degree in business administration or a related field and two years related professional experience or
A combination of a two year degree in business administration or a related field and 4 years related professional experience or
6 years related professional experience.
Preferred Qualifications for this position include experience in contract and program management budgeting and financial analysis regulatory compliance and reporting emergency response coordination interagency communication and stakeholder engagement document control and systems management (e.g. FileNet CMS) and strong organizational and analytical skills.

Requires satisfactory completion of the interview process verifiable record of satisfactory performance in previous employment and satisfactory criminal record check.
