Job Description

Deputy Administrator
Washington County

The Deputy Administrator is responsible to plan oversee direct and organize the activities and operations of the Children & Youth Service direct practice program (County Casework Managers County Casework Supervisors and County Caseworkers); to effectively manage the staff to achieve established goals and objectives; to coordinate and collaborate with other categorical and the community; to participate on statewide committees for planning and program development; to coordinate the agencys programs with community needs in the prevention of child abuse and neglect.

The Deputy Administrator must exercise a comprehensive knowledge of child welfare programs the laws policies and regulations governing departmental operations possess skills in managing a large professional human services staff and the ability to work effectively with various officials and members of the public.

The Deputy Administrator will provide administrative and technical direction to subordinate managers and supervisors regarding day- to-day operations including personnel matters development of performance indicators evaluation of staff performance involving casework monitor and report outcomes of service intervention provide feedback to staff and asserts corrective actions when necessary.

This position is strictly governed by Department of Human Services regulations including but not limited to Title 55 Chaptersand 3490.

The Deputy Administrator is responsible but not limited to the following duties and responsibilities:

A. Plans reviews and evaluates the work of County Casework Managers.

  • Reviews and analyzes agency operational policies and procedures as it relates to the business practice of WCCYS.
  • Assists in planning developing and implementing a comprehensive agency annual plan and budget.
  • Monitors WCCYS operations to ensure quality efficiency and conformance with established federal state and local regulations and policies.
  • Identifies training needs of WCCYS direct service staff.
  • Independently plans assigns directs and evaluates the operations of the Department.

B. Represents the Agency Administrator as needed at meetings with the public the judiciary and state and local officials concerning the functions and program of the county children and youth agency.
  • Prepares or directs the preparation of a variety of program outcome reports.
  • Ensures the continuation of agency programs and services in the absence of the Agency Administrator.

C. Assists in the development and implementation of objectives goals policies and procedures for the Department. Required Knowledges Skills and Abilities: Knowledge of basic social economic and health problems and available resources as related to children and youth. Required to have extensive knowledge of child welfare legislation on a federal and state level as well as knowledge of Department of Human Services child welfare initiatives.
  • Knowledge of principles of public administration.
  • Knowledge of advanced principles and practices of supervision administration and community programs.
  • Knowledge of basic fiscal and programmatic principles and practices.
  • Knowledge of basic needs and behavior patterns of children and youth.
  • Ability to plan organize direct and evaluate the work of others.
  • Ability to exercise judgement and discretion in interpreting and implementing departmental state federal and local policies and procedures.
  • Ability to coordinate children and youth programs with the juvenile court and probation office and other Human Services Departments including but not limited to Behavioral Health and Developmental Services.
  • Ability to establish and maintain effective working relationships with agency staff County Commissioners Court Officials state program and administrative staff and the public in general.
  • Ability to communicate effectively both orally and in writing.
Minimum Experience and Training:
Three years of experience in the field of public or private social work including one year working with children and youth in an administrative or supervisory capacity; and a bachelors degree; OR Any equivalent combination of experience and training

The Deputy Administrator meets with the CVS Agency Administrator on a regularly scheduled basis to discuss projects and problem areas. Policy direction is provided to the incumbent in the development of the projects and in solving problems.
1The Deputy Administrator works with considerable independence of action. The Deputy Administrator receives and annual performance evaluation and is responsible for the oversight of direct practice staff: County Casework Managers County Casework Supervisors and County Caseworkers.
