BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The consultant shall be requested to deliver professional client-focused HR services partnering with managers to implement HR solutions in line with WFP corporate priorities with minimal supervision s/he able to run HR dayto-day activities and analytical work operate and provide guidance to junior staff ensuring timely achievement of operational and project objectives provide advice on low complex issues applying HR rules regulations and expertise in making determinations and recommendations across a range of HR activities.

The consultant services are required to start as soon as possible and will report to Head of HR in Jordan Country Office.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Support the Head of unit in the developing strategic staffing plans taken into consideration the budget challenges and the CO long term needs.
  • Lead the implementation of the CO Downsizing exercise.
  • When needed identify the most appropriate sourcing channels to attract the best talents.
  • Partner with the Heads of units to ensure that the recruitment process is according to WFP standards rules and regulations.
  • Develop and implement quality and frequent communications material to ensure that all staff and managers have the same level of information regarding JOCO restructuring exercise.
  • Design comprehensive project documents including HOUs inputs organogram budget implications recruitment plan SOPs etc.
  • After each downsizing waive develop a project closure document including the results lesson learnt summary of any irregular cases supported by the sequence of actions taken by the CO.
  • Ensure that Separation Special measures are fully implemented guide the HR services team members on the best implementation approach and methodology.
  • When needed address staff grievances and consult with the applicable stakeholders (e.g. staff relations RBCetc).
  • Support the Head of HR during the absence of the National HR Officer as follows:
  • Support the development of country specific plans and processes and deliver HR operational activities or projects following standard processes and ensuring alignment with wider WFP policies.
  • Provide advice to managers and employees understanding their needs and ensuring policies procedures processes systems and tools are available and correctly applied to support them.
  • Contribute to staff capability building working with managers to understand individual skills and business requirements and organizing/delivering development solutions which equip people with the skills and knowledge required to meet current and future challenges.
  • Guide and supervise junior staff acting as a point of referral and supporting them with analysis and queries.
  • Collate and analyse data for the preparation of accurate and timely reporting supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
  • Contribute to continuous improvement by implementing new/updated HR policies procedures and systems and recommending improvements to ways of working.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education & Experience:

Advanced university degree in Human Resource Management Public or Business Administration Industrial Psychology or other relevant field with minimum 3 years of HR professional experience or First University degree in the same subject(s) with a minimum of five years of HR professional experience.

Knowledge & Skills:

  • Knowledge of UN HR policies and procedures including best practices techniques and processes is a strong asset.
  • Experience in organizational alignment exercise and staffing restricting.
  • Efficient managerial skills to supervise and support HR team.
  • Ability to work with minimal supervision
  • Ability to analyze data draw conclusions and recommend a course of action.
  • Good communication skills with various level of stakeholders to give and receive information and work with a variety of individuals.
  • Ability to establish and maintain effective relationships with staff and provide client-oriented service.

Languages:

Fluency in both oral and written communication in English. Arabic language is an asset as Jordan is Arabic speaking country.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has provided direction and instruction to more junior staff members within area of expertise.
  • Has gained extensive experience providing administrative and systems support across multiple activities in the employment life cycle including: recruitment interviews training support performance management relocation support and policy implementation within a country office environment
  • Has steered a proper data collection and analysis in order to support aspects of broader change initiatives and programme design.
