ABOUT THE ROLE
This position is responsible for overseeing the financial management services for the relevant portfolio including financial planning forecasting analysis operating and capital budgeting reporting and analysis for internal partners and external funding partners program financial transactions; and act as a key liaison partner with external and internal stakeholders.
WHAT YOULL BE DOING
Collaborates/works with internal stakeholders and follows the corporate strategic leadership planning and direction related to this function.
Works closely with stakeholders to manage and monitor budgetary responsibilities including funding agreements received to ensure the Regions obligations are met within the guidelines of the grant explores and support funding opportunities and monitors and reports on the spending of those grant funds.
Leads and oversees assigned portfolios working with multi-stakeholder groups (internal and external) to gather data stakeholder input and leading practices in the development and implementation of plans.
Provides financial expertise and recommendations to departmental branches regarding funding strategies that will have the most significant impact and deliver the greatest value to key stakeholders.
Leads the development of multi-year operating and capital budgets for the programs in assigned portfolio.
Analyzes and interprets data and information to determine gaps and identify course of action and future needs to support funding programs and initiatives.
Monitors and evaluates program delivery including research and analysis to meet goals and objectives of the Branch and the Department while ensuring that standards are met and follow governing legislation.
Provides direction and support in the development and implementation of project/program plans policies and procedures ensuring consistency and alignment with broader corporate plans standards and business goals.
Develops coordinates and implements program deliverables and initiatives modifying priorities as required to meet objectives.
Coordinates the preparation of audit and financial reporting required by external funders.
Manages the operations of the day to day financial and accounting activities for the assigned portfolio in accordance with Regional and Provincial policies directives and practices as well as applicable standards.
Supports the onboarding of new programs with appropriate financial tools policies and procedures.
Operates in a business partnership model and acts as the main relationship manager with staff in the programs within assigned portfolio
WHAT WERE LOOKING FOR
Successful completion of a University Degree in Accounting Business Finance or related field or approved equivalent combination of education and experience.
Minimum five (5) years progressive experience in financial management with responsibility for operating and capital budgeting accounting and financial reporting program planning internal controls and business process design and demonstrated minimum of two (2) year of direct supervisory or leadership experience.
Completion of a professional accounting designation program (e.g. CPA) and good standing as a certified professional accountant with the appropriate Ontario Association.
Demonstrated experience in financial planning reporting and analysis with attention to detail.
Demonstrated knowledge of and ability to interpret and explain relevant regulations guidelines procedures standards and legislation.
Demonstrated ability in the Regions leadership and core competencies for this level.
Contemporary supervisory and human resource management skills knowledge of collective agreement administration and interpretation labour relations principles and practices and relevant employment legislation.
Strong report writing analytical and project management skills to meet program objectives and work to tight deadlines.
Excellent interpersonal skills and ability to connect with a range of internal and external stakeholders while focusing on fostering collaborative work relationships.
