The Fifth Judicial District seeks a Family Dependency Treatment Court (FDTC) Case Manager for the Blue Earth and Faribault-Martin-Jackson County FDTC programs and a district wide Ignition Interlock Grant Program Coordinator/Drivers License Specialist in the Fifth Judicial District. This positions primary work location will be in the Blue Earth Justice Center Mankato MN and will be required to travel to Faribault Martin and Jackson Counties. Mileage reimbursement will be provided when travel is required.

Family Dependency Treatment Court (FDTC) Case Manager duties: This position involves moderately complex independent professional work primarily responsible for the provision of recovery support in collaboration with FDTC team members. This position will have regular and ongoing communication with participants to access and utilize community services to meet their case plan goals. Duties include connecting FDTC participants to recovery activities in the community helping participants get their basic needs met and assisting participants to navigate and increase access to service systems. Ignition Interlock Grant Program Coordinator duties: Oversee the implementation of the ignition interlock grant in the Fifth Judicial District. Review applications and determine eligibility for ignition interlock financial assistance. Monitor vendors and coordinate ignition interlock installations and payments for services. Track program data and prepare program and financial reports. Identify actions needed at the state and local level to develop and improve the ignition interlock program including cross jurisdiction issues. Develop and promote training programs for organizations involved in the ignition interlock program throughout the Fifth Judicial District. Close collaboration with other program staff including the program evaluator to ensure clients are receiving adequate education and assistance to maintain compliance with the program and to ensure adequate data collection for program evaluation and the submission of quarterly and annual program reports.
Drivers License Specialist duties: Assist participants of all treatment court programs in the Fifth Judicial District identify and resolve complex drivers license issues including navigating Department of Public Safety and judicial systems within and outside of Minnesota.

Example of Duties: (the following are examples of job dutiesthat may be expected for this position:)

  • This position is part of the treatment court team and provides ongoing assessment of the participants motivation and need for supervision and ancillary service needs.
  • May conduct candidate orientation to meet and explain the treatment court rules and requirements. Establish rapport and build trust to help participants develop internal motivation for their own recovery.
  • Make referrals to community-based programs. Assist with obtaining transportation and arranging volunteer drivers. Document participant involvement and participation.
  • Maintain records monitors outcomes specific to participant and program goals. Maintain accurate records of job activities to include but not limited to client contact transportation records filing logs etc.
  • Connect participants to sober events in the community including culturally specific events.
  • Mentor clients on effective recovery maintenance skills in the community. Respond to client issues while in the community utilizing a problem solving and crisis management approach.
  • Establish and maintain necessary professional relationships with other community resources agencies and service providers as directed by supervisor.
  • Adhere to program policies procedures goals and ethical standards.
  • Make eligibility determinations for ignition interlock services and monitor financial assistance provided and vendor reimbursements.
    Assist probation agents with monitoring ignition interlock device report logs. Assist participants with troubleshooting device issues.

Typical Qualifications: (any combination of training and work experience which indicates possession of the knowledge abilities and skills listed. An example of an acceptable qualification for this position is:)

  • Graduated from a recognized University with a bachelors degree in behavioral science Criminal Justice Social Work or related science.

Preferred:

  • Experience with navigating complex systems and managing grants.

Knowledge Skills and Abilities:

  • Knowledge of courts organizational infrastructure.
  • Knowledge of controlled substance and the known effects of alcohol and drug abuse.
  • Knowledge of applicable computer word processing spreadsheet and database applications.
  • Ability to exercise sound judgment to resolve problems of personal and social adjustments and to refer clients to appropriate agency resources.
  • Ability to interpret and apply rules regulations and procedures pertaining to drug abuse programs.
  • Ability to work and communicate effectively with the public government officials court employees and network agencies in a professional and courteous manner.
  • Ability to communicate effectively orally and in writing.
  • Ability to make decisions in accordance with federal and local laws policies rules and regulations and other program guidelines.
  • Ability to conduct meetings and make formal presentations.
