ABOUT THE ROLE
As a Construction Project Manager in the Construction Management Division you will play a critical role in delivering strategic capital projects that sustain and shape the future of Wyomings public facilities. This position provides strategic oversight ensures compliance with state and federal requirements and drives successful project outcomes from concept through completion.

Project Managers in the Construction Management Division are responsible for managing multiple capital construction and major maintenance projects of varying size scope and complexity. Working in partnership with state agencies and community colleges Project Managers oversee all phases of project delivery - from planning and programming through design procurement contracting construction warranty and responsibilities include developing and managing project budgets; leading procurement and bid processes; coordinating design oversight and construction administration; enforcing scheduling cost controls and quality assurance measures; and ensuring full compliance with applicable statutes codes and regulatory requirements. Project Managers also serve as the primary liaison between stakeholders contractors architects and consultants attending commission and committee meetings as needed and conducting on-site observations to verify the work meets approved plans and specifications.

  • Lead the procurement negotiation bidding and administration of design and construction contracts for state agencies.
  • Direct all phases of contract administration and project management ensuring projects are delivered on time on budget and in compliance with state and federal requirements.
  • Monitor construction schedules proactively address risks and keep projects on track.
  • Oversee compliance with state and federal procurement statutes.
  • Review and validate payment applications and proposal requests safeguarding fiscal integrity throughout the project lifecycle.
  • Evaluate facility plans and project requests for statutory compliance and alignment with statewide capital priorities.
  • Manage multiple projects simultaneously with effective time and resource management.
  • Facilitate post-construction reviews with contractors architects and consultants to ensure quality and continuous improvement.
  • Represent the department in State Building Commission School Facilities Commission and legislative committee meetings providing expertise and guidance as needed.

Qualifications


PREFERENCES:


  • Bachelors degree in construction management architecture engineering or a related field with directly relevant experience OR six to eight (6-8) years of directly relevant experience in construction project management procurement and contract administration.
  • Strong understanding of state and federal procurement laws construction statues and regulatory compliance.
  • Ability to review and evaluate complex project budgets payment applications and proposals for accuracy and validity.
  • Exceptional organizational skills with the capacity to manage multiple large or complex projects simultaneously.
  • Strong written verbal and visual communication skills with the ability to present to commissions and work effectively with diverse stakeholders.
  • Skilled in negotiation conflict resolution and building cooperative relationships with contractors architects consultants and agency partners.
  • Demonstrated commitment to ethical leadership fiscal accountability and continuous improvement.
  • Demonstrated ability to lead projects from initiation through completion while ensuring compliance with all applicable standards.
  • Extensive project management experience including reading and interpreting construction documents and contracts project scheduling and cost estimating.
  • Proficiency with project management and scheduling software as well as other computer applications commonly used in design and construction.
**Agency requires that the successful applicant have a valid drivers license with the ability to travel significant distances.


KNOWLEDGE:


  • Project planning design procurement contracting and construction management processes.
  • Facility condition assessments and prioritization of capital construction and major maintenance projects.
  • Construction means methods and cost modeling/estimating.
  • Governmental management accounting procurement and budgeting.
  • OSHA standards and federal state and local building and fire codes.
  • Strong organizational and analytical skills for balancing multiple priorities.
  • Effective communication across written oral and visual mediums.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Construction Management)
Experience:
3-5 years of progressive work experience (in Construction Management) with acquired knowledge at the level of a Facility Manager
OR
Education & ExperienceSubstitution:
6-8 years of progressive work experience (in Construction Management) with acquired knowledge at the level of a Facility Manager

Necessary Special Requirements


PHYSICAL WORKING CONDITIONS:


  • Travel will be required with overnight stays away from the office.
  • Work hours vary.
  • Prolonged sitting standing climbing and walking on uneven or slippery terrain at construction and project siteswill be required.
  • Some observations at heights with temporary facilities including roofs are required.
  • Many project sites have limited environmental controls which can include dust heat cold and other environmental challenges that are a part of project observations.
