Nuclear Safety Analyst

Minimum Requirements:

• Level 2: Baccalaureate in Physics Health Physics Nuclear Mechanical or Chemical Engineering preferred and a minimum of 2 years of relevant/direct experience.
• Level 3: Baccalaureate in Physics Health Physics Nuclear Mechanical or Chemical Engineering preferred and a minimum of 5 years of relevant/direct experience.
• Must obtain and maintain proficiency in the use of analytical tools.
• Ideally candidate will have a broad range of analytical methods used in developing safety analyses and risk assessments and knowledge of Department of Energy or of Nuclear Regulatory Commission nuclear safety and unreviewed safety question guides and standards.
• This position requires the ability to obtain and maintain a Department of Energy Q clearance which requires US Citizenship.

Job Information:

• The pay range for this position is: Level 2 ($77628 - $159228) / Level 3 ($93204 - $191076). At Idaho National Laboratory compensation decisions are determined using factors such as education relevant experience and other credentials.
• TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
• Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.

Physical Requirements

While performing the duties of this classification the employee is frequently required to stand walk sit stoop kneel bend and work in an office and field/laboratory environment. Dexterity sufficient to don and doff radioactive anticontamination garments as well as use instrumentation to survey self and personal materials. The job requires hand/finger dexterity to keyboard or type handle materials manipulate tools and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 35 pounds without assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Idaho National Laboratory is hiring a Nuclear Safety Analyst to work in our Facility Safety Engineering department. Our team works at the Materials and Fuels Complex (MFC) with a 4x10 schedule with every Friday off. This position has the potential to be assigned to work on-site at our EROB facility in-town in Idaho Falls and work a 9x80 schedule with every other Friday off.

You will report to the Nuclear Safety Engineering Manager and you will manage the nuclear facility document safety analyses (DSAs) and technical safety requirements (TSRs) updates revisions or creation to ensure compliance to 10 CFR 830 Subpart B. Identify and analyze facility/activity radiological and chemical hazards for all hazard category 1 2 3 and less than 3 facilities. Assess risk (frequency and consequences) of potential adverse effects of hazards on facility workers collocated workers and the public. Identify applicable requirements perform analyses and author safety bases that document assumptions results and requirements to prevent or mitigate hazards. Based on sound engineering principles identify controls (design and administrative) necessary to reduce risks to acceptable levels. Perform or arrange for engineering and/or technical studies supporting hazard and accident analyses. Prepare update or revise various types of nuclear facility documented safety analyses (DSAs) technical safety requirements (TSRs) un-reviewed safety questions (USQs) transportation plans and basis for interim operations (BIOs) as necessary for obtaining operating approval from the DOE as necessary.

Responsibilities Include:

• Support and implement the Nuclear Safety Program which includes requirements management identifying and implementing improvements to current procedures and processes performing programmatic assessments and conducting Laboratory-wide training associated with nuclear safety requirements.
• Responsible for 10 CFR 830 by performing nuclear facility safety analyses in accordance with DOE regulatory and company quality standards. Prepare and maintain nuclear facility safety basis documents including documented safety analysis (DSA) and technical safety requirements (TSRs). Support implementation of the new and revised DSAs and TSRs for nuclear facilities to ensure that TSRs and DSA commitments are adequately implemented in facility procedures.
• Develop controls that are both effective and most easily executed by operations.
• Ensure high quality technically defensible products are submitted to the DOE for review & approval.
• Provide technical peer reviews for new and revised technical products principally nuclear facility DSAs and TSRs.
• Support project execution activities which include reviews of routine and abnormal operating procedures and operational events or design activities with respect to the facility safety basis.
• Review facility modifications and long-range planning to ensure nuclear safety requirements are met.
• Execute the unreviewed safety question (USQ) process for proposed facility and procedure changes.
• Execute the safety-in-design process for new nuclear facilities or major modifications.
• Conduct facility hazard classification hazard identification assessment accident analyses facility categorization and safety system classification.
• Interface and build relationships with front line organizations such as researchers project managers and operations to ensure safety basis projects are completed and submitted to the Department of Energy (DOE) for approval on schedule.
• Identify DSA commitments and derives TSRs to ensure hazardous and radioactive material releases are prevented or mitigated.
• Collaborate in establishing objectives setting priorities and advising management of nuclear safety issues.
• Communicate frequently with project managers design engineers criticality safety engineers and other analysts in tracking and coordinating analysis activities and project design progress.
• Maintains access to facilities as assigned.
• May provide direction for evaluation and resolution of complex engineering problems.
• May lead reactor regulatory development and licensing tasks and direct the efforts of project team members.
