The Ambulatory Care department is seeking a Regional Administrative Director who is results-focused adept with exceptional interpersonal supervisory and communication skills. Additionally they possess skills in change management Lean Six Sigma or other process improvement methodologies.

Join us at Ambulatory Care where we strive to provide comprehensive cost-effective compassionate health care for our diverse community. Ambulatory Care consists of a system of primary care and specialty care medical clinics throughout Ventura County. These clinics offer a medical home to meet the whole familys health needs. Patients receive routine checkups immunizations preventive care treatment for acute and chronic conditions and coordinate with specialists when needed. They provide care on an outpatient basis at all levels.

Be part of our Ambulatory Care Administration team where under general direction the Regional Administrative Director provides management of a department or across several departments operations and services within the Health Care Agency. The Regional Administrative Director is responsible for the management of administrative and managerial functions and develops department goals strategic plans and long-term vision and makes policy decisions.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION TRAINING and EXPERIENCE:
Any combination of education and experience which would demonstrate possession of the required knowledge skills and abilities. An example of a qualifying education and experience is:

Education:
HCA Administrative Manager I and II

AND

Experience:
HCA Administrative Manager I:
  • Three (3) years of recent and progressively responsible experience in healthcare administration in a private or public sector healthcare setting which includes at least two (2) years supervising professional-level staff.
HCA Administrative Manager II:
  • Five (5) years of recent and progressively responsible experience in administration in a private or public sector healthcare settingwhich includes at least three (3) years supervising professional-level staff.
Substitution:
Up to four (4) years of additional related experience may be substituted for the bachelors degree.

NECESSARY SPECIAL REQUIREMENTS:
  • Must possess and maintain a valid California driver license by the first day of employment.
  • Able and willing to travel to various clinic sites regularly.

DESIRED:
  • Knowledge of Federally Qualified Health Center (FQHC) program

KNOWLEDGE SKILLS and ABILITIES:

Comprehensive knowledge of:
  • Modern principles of public administration and organizational development;
  • Analysis techniques;
  • Principles of supervision and training;
  • Strategic planning;
  • Personnel and fiscal management;
  • Revenue cycle;
  • Project management and outcome measures;
  • Procurement and contract rules laws ordinances and processes;
  • Healthcare operations with expertise in staff scheduling resource allocation and workflow management to enhance patient satisfaction and operational efficiency.

Comprehensive ability to:
  • Manage diverse responsibilities;
  • Analyze complex issues evaluate alternatives and formulate effective solutions;
  • Manage supervise train and mentor staff;
  • Communicate effectively orally and in writing;
  • Establish positive professional working relationships with diverse groups such as County and department executives and stakeholders;
  • Conduct analyses and prepare comprehensive reports and presentations;
  • Interpret and apply statutes policies and regulations; and
  • Develop policies and proposals to meet ever changing needs.

Work is primarily performed in an office environment but incumbent may be required to travel to various sites

Recruitment Process

SUPPLEMENTAL QUESTIONNAIRE qualifying: All applicants are required to complete and submit the questionnaire for this examination at the time of filing. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicants qualifications and acceptability for the position. Failure to complete and submit the questionnaire will result in the application being removed from consideration.

APPLICATION EVALUATION qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.

COMPARATIVE SCREENING - qualifying: If there is a high number of qualified applicants a comparative screening will be conducted to determine which of the applicants will be selected for invitation to the oral exam. Applications will be evaluated and ranked according to criteria that most closely meets the needs of the department so it is essential that applicants provide as much detail as possible and answer all parts of the application and supplemental questionnaire.

ORAL EXAM 100%:A job-related oral exam will be conducted to evaluate and compare participating applicants knowledge skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants an oral exam will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
