TheDepartment of Emergency Management is hiring an Emergency Management Staff Officer to plan organize and coordinate training and exercise programs that support emergency management functions.

What Youll Do

Training Program Development & Delivery Lead a multi-year emergency management training program; evaluate needs design curriculum develop materials and deliver or facilitate training for staff and partners.
Exercise Program Management Plan coordinate and execute multi-year exercise programs; organize logistics recruit participants and collaborate with City State Federal and non-governmental partners.
Evaluation & Continuous Improvement Develop After-Action Reports/Improvement Plans manage the Corrective Action Program and ensure lessons learned from exercises and real-world events are applied to future preparedness activities.
Program Administration & Compliance Oversee budgets grants procurement and recordkeeping; ensure compliance with Federal requirements national standards and emergency management best practices.
Emergency Operations Support Participate in Duty Officer rotation support EOC activations and respond to emergencies and incidents across the island as needed.
Perform other related duties as required.

Minimum Qualification Requirements

At time of application you must be a citizen national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with a bachelors degree.

Substitution: Work experience may be substituted for a bachelors degree on a year-for-year basis. Such experience must have provided the knowledge skills and analytical ability normally gained from attainment of a bachelors degree.

For example:

1. Four (4) years of professional work experience in any occupation may substitute for a general bachelors degree.

2. Four (4) years of general work experience (does not need to be professional level experience) in emergency management may substitute for a general bachelors degree.

The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United order to receive credit for the education proper documentation e.g. a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program evidence of comparability or an original transcript.

EXPERIENCE REQUIREMENT:
Four years of responsible professional experience which included two years of experience developing coordinating or delivering education/training curriculum and one year of experience organizing events or conferences; including or supplemented by six months of responsible experience in emergency services emergency management or emergency response.
