Job Duties
To plan organize and direct all financial management functions of the Division of Capitol Police. Responsibilities include management of the following functions: payroll contracts general accounting budgets accounts payable cash receipts procurement accounts receivable and fixed assets. Ensure compliance with Department of Accounts and Department of Budget & Planning policies and procedures. This is a hands on fiscal position. The ability to understand and execute agency-wide financial operations is necessary.
Minimum Qualifications
Comprehensive knowledge of the principles and practices of accounting/fiscal management budget planning cost allocation and budget administration. Extensive knowledge of GAAP state financial policies and operations. Considerable knowledge of accounting and budgeting systems including Cardinal. Demonstrated ability to supervise and direct the work of others. Demonstrated ability to train and counsel staff to prioritize and manage multiple tasks; to analyze data and present reasonable conclusions; develop and conduct employee training; and to interpret complex accounting/fiscal policies procedures and programs. Demonstrated ability to communicate effectively both verbally and in writing; and to perform accurate mathematical computations related to accounting/fiscal management and budget oversight; and to establish effective working relationships. Demonstrated ability to operate a personal computer and current software packages to include MSWord and Excel. Demonstrated ability to prepare BEX budget transactions through Department of Planning & Budget and extensive working knowledge of Cardinal Financials and HCM. Demonstrated possession of advanced level Excel skills.
BACKGROUND INVESTIGATION AND FINGERPRINT-BASED CRIMINAL HISTORY CHECK REQUIRED; ALSO REQUIRED MEDICAL TESTING.
Additional Considerations
Graduation from an accredited college or university with applicable coursework in business administration accounting or other related field. Progressively responsible experience managing a fiscal office or directing major functional areas of accounting/fiscal management. A combination of education training and experience may substitute for a college degree. CPA designation or other financial certification preferred. Experience working for a Virginia State Government is preferred. Experience with managing time/attendance and absence management in Cardinal HCM.
