Marion County requires on-site work. Remote work is not available.

Marion County Health & Human Services is in search of a Clinical Supervisor to provide oversight and support for our Early Assessment and Support Alliance (EASA) Program. GENERAL STATEMENT OF DUTIES
Position provides direct clinical supervision of a specific well-defined health department service area. Responsibilities include supervising staff and may include direct service delivery and include monitoring of financial and operational performance of service area in collaboration with department management.

SUPERVISION RECEIVED
Position works under the general supervision of another health department supervisor or manager.

SUPERVISION EXERCISED
Exercises full supervision over non-supervisory staff interns and volunteers as assigned.

Typical Duties - Duties include but are not limited to the following

  • Provides personnel and performance management including staff recruitment and hiring; new employee orientation and training; performance evaluation; staff development clinical supervision through case staffing and feedback to staff and initiates progressive discipline. Tracks client service data including fidelity measures utilization family satisfaction and outcomes. Identifies service gaps. Conducts chart audits reviews and approves mental health assessments and treatment plans. Documents services to meet Pacific Source and health department requirements. Assists in monitoring contract/grants performance to assure compliance with requirements including developing service reports and proposals. Assists in providing community interface including outreach for meetings requiring coordination of care. Assists in balancing service cost with service needs. Maintains responsibility for assisting with reporting and monitoring of revenues and expenditures.
  • Maintains responsibility for direct services including monitoring customer service delivery and work processes; ensures compliance with payer requirements; monitors staff workload and productivity; develops/implements policies and procedures; addresses quality improvement needs; conducts staff time studies and sets work parameters. Provides input on program development.
  • Provides administrative support to service area including being on-call; monitors and approves leave time; coordinates temp schedules; initiates personnel actions and purchasing; addresses risk management/employee safety concerns; implements county and department policy. Ensures that any communication from their service area representing the health department is of a professional nature.
  • Provides for team development focusing on how team members work together. Facilitates conflict resolution among team members. Demonstrates the ability and willingness to resolve personnel conflicts in an effective and helpful manner. Effectively manages change by acting as a lead change agent with teams. Maintains a positive attitude with firm and decisive leadership that conveys a clear direction of services involving staff input and inspiring confidence and trust.
  • Assists in communication and coordinating services with other agencies; acts as health department representative on interagency committees; provides liaison with state agencies develops partnerships; coordinates services across agencies and markets services.
  • Performs other duties as assigned by the supervisor.
Response Level 1: In the event of an emergency employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Due to regular assignment employee may be assigned a leadership role in the provision of essential services or response functions. Staff at this response level must complete Incident Command Systemand 800 on-line or in-person training.

Requirements for the Position

EXPERIENCE AND TRAINING

  1. Masters degree in a health field relevant to the position and two years of responsible professional experiencein the field related to the position; AND
  2. One year of supervisory leadership or coordination experience such as training scheduling and reviewing work providing guidance and technical expertise to others providing input on performance evaluations and making recommendations in the hiring process; OR
  3. Any satisfactory combination of work education training or experience relevant to the position as determined by Marion County.

NECESSARY SPECIAL REQUIREMENTS
  • Must be either: 1) licensed by the Oregon Board of Licensed Professional Counselors 2) licensed by the Oregon Board of Licensed Social Workers or 3) credentialed or registered through the Mental Health and Addiction Counseling Board of Oregon (MHACBO) as a Qualified Mental Health Professional (QMHP) within the first 30 days of employment. Applicants may be required to pass a practical knowledge and skills assessment as part of the interview process.
  • Must possess a current drivers license in the applicants state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. The policy can be found at: possess and maintain proof of personal automobile liability insurance at a minimum in the amount required by Oregon Law ORS Chapter 806 as may be required to utilize personal vehicle.
  • This position may be subject to the following: Must not be excluded from participation in the federal health care programs (Medicaid Medicare and other federally funded programs that provide health benefits); AND must not be excluded from participating in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No. 12549).
  • Must pass a criminal history background investigation; however conviction of a crime may not necessarily disqualify an individual for this classification.
  • This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen including testing for marijuana.   • This is a full-time position which is not eligible for overtime.
  • Typical work schedule is Monday through Friday 8:00 am - 5:00 pm with flexibility depending on the needs of the department and program.

KNOWLEDGE SKILLS AND ABILITIES
Working knowledge of the principles and practices of the specific service or treatment area. Understanding of clinical ethics confidentiality and privacy regulations community resources and referral services techniques in clinical supervision and service monitoring practices.
Ability to apply service and treatment theories related to specific behavioral or mental health fields across various levels of service needs. Proficient in diagnosing evaluating and implementing treatment plans and monitoring client progress toward established goals. Skilled in analyzing evaluating and addressing social psychological and physical factors affecting clients and their families. Strong abilities in negotiation compromise facilitation problem solving and conflict resolution. Capable of coaching mentoring and training individuals and teams. Experienced in developing and implementing policies and procedures. Effective oral and written communication skills.
Ability to perform independently in a fast-paced team-based environment. Skilled in implementing and monitoring adherence to policies and procedures and supporting continuous quality improvement efforts. Proven ability to establish and maintain effective working relationships with county employees clients government agencies community groups partners and the public.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; climbs 1 floor of stairs; lifts pushes pulls and carries items weighing up to 5 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12-pt. font; hears a normal level of speech; works in areas that may be exposed to heat cold dust smoke and household cleaning supplies; works in areas that may be uneven.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan. Marion County does not offer VISA sponsorship.
