Position Overview

As the FOIA Appeals and Response Specialist for the legal division under the Office of the Director receives and intakes all FOIA Requests for review received from the Illinois Attorney Generals Office (PAC Appeals) on behalf of the FOIA Appeals Manager; performs an initial analysis to confirm compliance with current FOIA policies laws and procedures; provides the FOIA Appeals Manager with the PAC Appeals all necessary documentation concerning the FOIA that is the subject of the PAC Appeal and an initial analysis concerning compliance with current FOIA policies laws and procedures; prepares high priority and media FOIA responses at the direction of the FOIA Quality Assurance Manager; provides recommendations to the FOIA Appeals Manager and/or FOIA Quality Assurance Manager concerning FOIA and PAC responses; coordinates submission of the response and all necessary documents to the PAC and/or requester; updating databases opening and distributing mail answering phones keyboarding filing photocopying and editing correspondence and reports.

Essential Functions

  • Serves as the FOIA Appeals and Response Specialist performing complex and specialized technical and paraprofessional functions for the Illinois State Police (ISP) Legal Office related to FOIA Appeals.
  • Serves as the FOIA Appeals and Response Specialist performing complex and specialized technical and paraprofessional functions for the Illinois State Police (ISP) Legal Office related to high priority and media FOIA responses.
  • Provides support to the FOIA Appeals Manager and FOIA Quality Assurance Manager.
  • Provides general office management and support services to the Legal Office.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to two years of secretarial/business college and one year of office experience or completion of high school and three years of office experience or three years of independent business experience.
  • Qualifying state employees in the employee Upward Mobility Program may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
  • Requires ability to type at a minimum of 30 words per minute.

Preferred Qualifications

  • Prefers one (1) year of experience applying the principals of FOIA in a law enforcement environment.
  • Prefers two (2) years of experience applying the principals of FOIA.
  • Prefers two (2) years of experience providing administrative and/or clerical support in a law enforcement environment.
  • Prefers three (3) years of experience writing in a business or professional environment.
  • Prefers three (3) years of experience utilizing Microsoft Office products including but not limited to Access.
  • Prefers experience with answering phones and/or email in a business or professional environment.
  • Prefers extensive knowledge of composition grammar spelling and punctuation.
  • Prefers ability to follow oral and written instructions.
