GENERAL DESCRIPTION:


This position oversees and supervises the Wyoming Game and Fish Departments Lands Program which coordinates all aspects of the agencys work on fee title and less than fee title property rights. Duties include work on conservation easements public access easements and the acquisition of land for wildlife habitat conservation purposes. This position plays a lead role in the agencys Property Rights Team and works with various private federal and state partners department field personnel agency leadership and the Commission on land acquisition and disposal projects.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Evaluates projects for the acquisition disposal and management of real property rights pursuant to W.S.and to ensure all property rights projects and statewide nominations submitted for consideration meet regional wildlife/fish biological priorities habitat goals statewide biological and public access priorities.
  • To ensure projects address statewide crucial habitat priorities on a landscape level. Responsible for coordination between the Wyoming Game and Fish Department and the Wyoming Game and Fish Commission on all property rights-related projects.
  • Prepares and reviews legal documents.
  • Presents property rights-related projects to the Commission.
  • Consults with the Attorney Generals Office on the drafting reviewing and interpreting legal contracts for property rights conveyances between the Wyoming Game and Fish Commission and third parties.
  • Responsible for managing real property databases with the US Fish and Wildlife Services Federal Aid program.
  • Supervises and delegates projects and assignments to two full-time employees in the work unit.
  • Prepares and administers operational and maintenance expenditure budget for lands program.
  • Responsible for property rights project coordination communication and project negotiations.
  • Responsible for compliance with State and Federal law.
  • Makes recommendations for policy and procedures regarding property rights.

Qualifications



PREFERENCES/**AGENCY REQUIREMENTS:


Preference will be given to individuals with work experience in fish and wildlife management as well as work experience in land acquisition disposal and management of real property rights.
Preference may be given to those with a degree in Real Estate or other closely related field.

**Agency may require State Certified General Appraiser License. This will be determined within the first year of employment.
**Agency requires that the successful candidate have a valid drivers license.


KNOWLEDGE:




MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Wildlife Management)

Experience:
2-4 years of progressive work experience (typically in Wildlife Management) with acquired knowledge at the level of a Game & Fish Supervisor
OR
Education & ExperienceSubstitution:
5-7 years of progressive work experience (typically in Wildlife Management) with acquired knowledge at the level of a Game & Fish Supervisor
