Under immediate supervision is responsible for administration and enforcement of the Zoning Ordinance International Property Maintenance Code (IPMC) and the City of Franklin Municipal Code. Routine job activities include education enforcement review of construction drawings inspections permitting and interpreting complex ordinances.

II. Essential Job Duties

Duties include but are not limited to the following:

  • Reviews plan submittals to verify compliance with the Zoning Ordinance including design standards sign regulations short-term vacation rentals mobile food vendors outdoor café seating/outdoor displays in the Historic Preservation overlay and other applicable codes and ordinance and to prepare to conduct inspections of site improvements building construction and renovations.
  • Research and determine property ownership and applicable zoning standards.
  • Performs site inspections of nonresidential and multi-family development including new signs to ensure construction meets zoning requirements as approved.
  • Conducts field investigations and inspections to evaluate possible violations of the IPMC Zoning Ordinance Municipal Code and other applicable local and State codes and regulations relating to nuisance zoning junk and debris abandoned/inoperative vehicles and other property maintenance concerns.
  • Captures saves and records photographs for evidence of violations and corrective actions.
  • Research and contact responsible persons landlords or tenants.
  • Utilize enterprise software to develop and maintain accurate case files.
  • Issues Notices of Violation and misdemeanor citations for violations of Zoning Ordinance Municipal Code and other applicable local and State codes and regulations.
  • Perform follow-up investigations to ensure that remedial action has been taken.
  • Composes correspondence to citizens design professionals developers contractors and elected officials to educate inform and explain requirements of City of Franklin Zoning Ordinance IPMC and the Municipal Code.
  • Presents a variety of information and statistics regarding zoning and code enforcement requirements and activity in the form of written graphic or oral reports for use by elected and appointed officials special committees or community organizations.
  • Confers and coordinates with other public and private agencies and City departments on the investigation of violations across agency boundaries.
  • Responds to public inquiries and public nuisance abatement complaints and answers questions related to Zoning and Code enforcement activities by researching interpreting and explaining policies and regulations; analyzes recommends and communicates appropriate solutions to problems; addresses customer complaints and schedules site visits
  • Deals effectively courteously and productively in difficult situations with customers from diverse socioeconomic backgrounds.
  • Works closely with homeowners landlords tenants businesses and community groups to grow strong neighborhoods through public relations education and code enforcement activities.
  • Maintains integrity of work by taking responsibility and accountability for completion of work customer interactions and by maintaining punctuality and attendance at work.
  • Acts as a representative of the City by representing the City in community and official meetings with other City departments organizations and professional groups on code enforcement matters.
  • May be assigned to design public information and education programs to present to community groups concerning codes ordinances and city compliance programs and testify in court.
  • Polices City right of way to remove illegal signs including some work required on weekends.
  • Solicits bids for demolition or other corrective action on behalf of the City to ensure code compliance.
  • Works with Law Department to ensure lien is placed on property or owner to cover costs incurred if City is required to take corrective action to correct Zoning or Property Maintenance violations.
  • Organizes and maintains accessible file system of individual and group cases; maintains a current central office file system on zoning violations.
  • Maintains working knowledge of the City Codes.

IV. Primary Job Challenges

Primary challenges of this position include staying up to date on municipal codes zoning ordinances development standards historic zoning overlay and boundaries. Also keeping public right of way clean of all unauthorized types of signage and informing business owners and citizens of allowable signage and historic preservation and flood overlay requirements as assigned.

V. Key Competencies Required

  • Job Content Knowledge:

Must have thorough knowledge of the policies procedures and activities of the City and inspections practices as they pertain to the performance of duties relating to the position of Municipal Inspection Officer. Must have thorough knowledge of the permitting process City and State codes. Should be able to read zoning maps and surveys. Must be able to read and interpret site plans and building plans. Must have a thorough understanding of municipal codes; particularly property maintenance codes and must be able to use corresponding manuals. Capable of preparing inspection reports court summons permits and violation notices. Must be able to work with individuals with varying levels of education and differing backgrounds. Should have general clerical skills. Must be highly motivated to determine own schedule and to carry out follow-up inspections in a timely and efficient manner. Must keep abreast of any changes in policy methods computer operations equipment needs and policies etc. as they pertain to departmental operations and activities. Must be able to effectively communicate and interact with supervisors and all other groups involved in the activities of the department. Has comprehensive knowledge of the terminology principles and methods utilized within the department. Knowledgeable and proficient with computers.

  • Language Skills:

Read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations. Write reports business correspondence and procedure manuals. Effectively present information and respond to questions from groups of managers customers and the public.

  • Mathematical Skills:

Add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Calculate figures and amounts such as proportions percentages area circumference and volume. Apply concepts of basic algebra and geometry.

  • Reasoning Skills:

Apply common sense understanding to carry out multi-step instructions furnished in written oral or diagram form. Deal with problems by choosing from several known choices with frequent reliance on how problems were dealt with before.

  • Teamwork:

Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides input into identifying and solving problems. Anticipates need of others for information about job tasks and work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.

VI. Physical Demands and Work Environment

Physical Demands: Performance of the essential duties of this job may include

  • Remain in a stationary position 50% of the time.
  • Frequently move about inside the office/building to access file cabinets office machinery the public etc.
  • Constantly operates a computer and other office productivity machinery such as a calculator copy machine computer printer and telephone.
  • Regularly positions self to maintain office area and items needed to complete daily tasks.
  • Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Occasionally moves/transports up to 30 pounds.

Work Environment: Performance of the essential duties of this job requires:

  • Occasional exposure to wet or humid conditions (non-weather).
  • Occasional work near moving mechanical parts
  • Occasional work in high precarious places
  • Occasional exposure to fumes or airborne particles
  • Frequent exposure to outdoor weather conditions

The work environment is moderately noisy (examples: business office with computers and printers light traffic).

The work environment includes construction sites.

VIII. QUALIFICATIONS

Education and Experience:The required knowledge skill and abilities to satisfactorily perform job duties are normally acquired through attainment of:

  • Education equivalent to completion of a high school diploma.
  • Post-secondary coursework in the areas of business or construction management or administration would help prepare a candidate for this position.
  • Three (3) to six (6) months of related work experience and/or training in the private or public sector performing similar duties.

Required Certifications / Licenses:

Have or obtain International Code Council (ICC) Zoning Inspector Certification and ICC Property Maintenance Inspector Certification within one (1) year in the position.
