The Service & Team:

This role sits within the Childrens Rights Team a passionate and dedicated group working to ensure that children and young people across Cornwall have their voices heard and their rights upheld. The team leads on youth participation and engagement supporting initiatives like the Cornwall Youth Council UK Youth Parliament Article 12 Celebration Day and the Right On Survey. Youll be joining a collaborative environment focused on empowering young people and influencing strategic decision-making across the Council.

The Role:

As Participation Officer youll take on a dynamic hands-on youth work role during a 9-month maternity cover contract. Youll work directly with children and young peopleparticularly members of Cornwall Youth Councilto plan deliver and support a wide range of youth-led activities and events.

Key responsibilities include:

  • Delivering face-to-face youth work and building trusted relationships with young people.
  • Planning and co-ordinating events such as the Youth Council Elections 2026 and UK Youth Parliament activities.
  • Planning and facilitating inclusive group sessions and formal Youth Council meetings.
  • Supporting young people to achieve AQA qualifications and progress their manifesto campaigns.
  • Promoting childrens rights and ensuring youth voices influence Council decisions.
  • Building partnerships with schools youth groups and community organisations.
  • Ensuring all participation activities are inclusive safe and accessible with a strong focus on safeguarding and wellbeing.


This is a public/customer-facing role with contact and collaborative work with council officers and elected members.
This position will be subject to an enhanced criminal record disclosure check.

Working Pattern:

This is a full-time role with flexibility required for evening and weekend work to match the availability needs of young people. While based at NCH the role involves travel across Cornwall. Flexible working options may include:

Adjusted hours to accommodate evening/weekend commitments.
Use of pool cars for travel.
Hybrid working arrangements (home/office/outreach) depending on delivery needs.

What youll need to succeed:

Were looking for someone who:

Has experience working directly with young people in youth work or community settings.
Is a confident facilitator and relationship-builder.
Is passionate about childrens rights and youth voice.
Is organised creative and able to plan and deliver a comprehensive diary of events and activities.
Is committed to safeguarding and inclusive practice.
Holds a full driving licence and is willing to use pool cars or has business use insurance.
