Job Summary

Description

Performs daily monthly and year-end professional accounting budgetary and fiscal duties for the Department of Human Resources Compliance. Reviews and analyzes data/reports; performs routine audits; prepares monthly financial projections and processes financial transactions. Performs other duties as assigned.



Responsibilities



EXAMPLES OF DUTIES:

  • Reviews and monitors department budgetsoperating and grant budget expenditures and reconciling balances. Researches and gathers information used in budget preparation.Prepares quarterly budget projections of salary and non-salary expenditures. Prepares monthly projections tracks expenses and reconciles balances.

  • Reviews compiles audits and processes receipts invoices check requests expense reports and related documents. Prepares and maintains records of purchases and other financial activities. Reconciles receipts and procurement card purchases. Troubleshoots recommends and maintains appropriate control records.

  • Prepares periodic and special accounting statements summaries schedules statistical and analytical reports. Processes invoices and check requests for vendor payments.Ensures all transactions are correct and/or cleared for corrections. Verifies reports for accuracy including journal entries checks and other transactions.

  • Prepares analyzes and forecasts expenditures for health dental flexible spending account life and vision accounts for active employees and retirees.

  • Partners with the Office of Budget & Reporting on payout projections for COBRA Flexible Spending Accounts and Retirees.
  • Conducts trend analyses and develops recommendations and reports for department leadership to ensure effective use of resources.
  • Prepares Flexible Spending Accounts year-end reconciliations of prior year.

  • Generates and reviews purchase orders material requisitions invoices debit and credit memorandums and other related paperwork that establishes charges or authorizes changes to accounts to ensure that financial transactions are properly approved processed recorded and that all costs incurred are charged to the proper accounts in accordance with established policies and procedures.

  • Posts monthly disbursements including computer and hand drawn checks full and partial liquidations to the encumbrance file new encumbrances payroll and file maintenance.Maintains financial files.
  • Assists in the preparation of open enrollment statements and Internal Revenue Services (IRS) benefits reporting.
  • Assists HR leadership in the development of specialized financial reports for the department.
  • Conducts financial activity analyses as necessary and responds to inquiries concerning financial analyses budgeting and budget forecasting.



Qualifications



MINIMUM QUALIFICATIONS

Education Training and Experience:

Graduation from an accredited college or university with a bachelors degree in accounting finance or a related field plus three years of professional accounting experience. Experience in governmental accounting preferred.

Note: Other combinations of applicable education training and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.

Thorough knowledge of Generally Accepted Accounting Principles (GAAP) and standard accounting business practices.

Demonstrated skill in organizing preparing and maintaining data in electronic and paper formats.

Demonstrated skill in maintaining and analyzing ledgers journals and other accounting records and statements.

Demonstrated high proficiency in use of MS Office and databases. Highly proficient in Excel.

Demonstrated skill in developing SOPs policies and procedures regarding work-related matters.

Demonstrated skill in analyzing fiscal and business operations matters.

Demonstrated ability to effectively communicate both verbally and in writing.

Demonstrated skill in evaluating internal controls.

Demonstrated skill in maintaining detailed accurate records and preparing reports.

Demonstrated ability to establish and maintain effective working relationships with others.

Demonstrated ability to work independently.

Citizenship residency or work VISA in United States required

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment including personal computers fax/scan copier and multi-line telephone.

Grade 05 - 12 Month OPE Pay Scale
