This is a full time TIME-LIMITED position (40 hours per week) with State Benefits for a limited duration of time (with the potential to extend up to 36months).The work schedule is Monday - Friday 8am-5pm. We value our employees and are committed to providing flexibility in work schedules. This position qualifies for teleworking on a part-time basis as part of the State Telework Program.


The Disaster Contract Specialist is responsible for the procurement and administration of commodities and services for the Department of Public Safety Emergency Management. This position will plan and carry out pre-award and post-award procurement actions to include: soliciting evaluating negotiating notifying of award administering analyzing and advising on contracts for the procurement of commodities and services. This position is considered essential in the event of a declared state of emergency this position may be called to work on the State Emergency Response Team.


Duties include but are not limited to the following:

  • Drafting request for quotes request for proposals requests for bids invitations for bids and purchases from State Term Contracts and Agency Specifics Contracts.
  • Plan and coordinate contract negotiation strategy with the negotiation team and assist the contract manager in negotiating terms and conditions with the successful bidder.
  • Assists with the direction and leadership of all parties involved by reviewing and overseeing their work and providing on-the-job guidance.
  • Facilitates the review approval and execution of agreements and amendments with internal and external partners.


Also the work involves responsibility for processing requisitions purchase orders and competitive bids for general and specialized commodities and services. Extensive knowledge of contracts and procurement procedures and regulations of the State of North Carolina. Demonstrated experience to develop procurement strategies and exhibit strategic thinking capability. Other duties and responsibilities as assigned.


Other skills needed:

  • Ability to establish and maintain effective working relationships with Departmental personnel and manufacturer representatives.

  • Ability to apply and interpret established rules and regulations.

  • Ability to negotiate new contracts.

  • Ability to compose general routine contract documents and correspondence.

About the Purchasing and Logistics Division:

The purpose of the organizational unit of Purchasing and Logistics is to provide Comprehensive procurement of goods and/or services to the entire Department of Public Safety in six primary functional areas: Purchasing of Goods and Services; Real Property Lease and Acquisitions; Central Supply Warehouse and Logistics; Fleet Management; Auxiliary Support Services / Law Enforcement Support Services (LESS) Office; and DNA Evidence Collection of Anonymous Sexual Assault Kits.


The primary purpose of the Department of Public Safety is the efficient and effective Administration of the Department of Public Safety Budgetary Management Financial Management Procurement and other services consistent with the N.C. General Statutes State Budget Fiscal Policies and Procedures State Purchasing and Contract Administrative Code DPS Fiscal Policies and Procedures and Generally Acceptable Accounting Principles and Practices.


The Fleet Management Section is responsible for over 8000 vehicles rented from Motor Fleet Management or owned by the Department. This section is responsible for the scheduling of repairs fuel and replacement of vehicles for the various Divisions within DPS.

Management Preferences


  • Demonstrated thorough working knowledge and/or understanding of large-scale purchasing methods or procedures.
  • Demonstrated working knowledge of contracts.
  • Demonstrated working knowledge of various services being procured.
  • Experience maintaining records of some complexity and/or preparing reports on tabulations from these records.

Minimum Education and Experience Requirements

Bachelors degree in business or related area from an appropriately accredited institutionAND two years of progressive procurement or contract administration experience; OR equivalent combination of education and experience.

Necessary Special Requirements
Completion of the North Carolina Contract Management Certification Program within one year of hire into the position.
