Job Duties

Performs work of considerable difficulty with legal ramifications in the solicitation and execution of procurement requests and contracts while ensuring all aspects of the procurement process are conducted fairly timely and in in accordance with procurement laws regulations policies and procedures.

Serves as senior procurement professional and agency contract officer in the development and oversight of complex goods and service solicitations; provides training; and supports agency SWaM goals.

Minimum Qualifications

Knowledge of procurement law and regulations; procurement principles and practices including approved methods of procurement supplier diversity requirements specification package development contract management and administration principles and small purchase programs.

Strong oral and written communication interpersonal contracting organizational problem solving negotiation and computer skills.

Demonstrated ability to research compile and analyze information to determine and utilize proper method of procurement; research develop and write service procurements and solicitations; exercise considerable discretion and judgment within established procedures and scope of responsibility.

Demonstrated ability to maintain a professional demeanor with internal and external clients; identify select and negotiate with contractors and suppliers.

Demonstrated ability to develop and maintain auditable files and contracts; resolve procurement issues and disputes; interpret explain and apply policies procedures and regulations; process procurement transactions in an automated environment; prepare complex non-routine contractual instruments and specifications;

Demonstrated ability to prioritize tasks establish milestones and meet deadlines

As a Lead Buyer must have and maintain Virginia Contracting Officer (VCO) certification and complete mandatory Statement of Economic Interests forms and Conflict of Interests training.

Valid drivers license is required as occasional statewide overnight travel may be required.

Additional Considerations

Advanced procurement certification considerable experience in procurement of goods and services in the public sector use of eVA and Enterprise Resource Planning system and the use of a state issued Small Purchase Charge Card (SPCC).
