Job Description

Job Summary

The assistant director of human resources (HR) reports to the vice president of organizational culture and engagementto support our human resources department in delivering a full range of HR services. The assistant HR director will play a key role in annual employee training public records processing employee relations recruitment onboarding benefits administration compliance and day-to-day HR operations.

Essential Functions

  • Manage and coordinate employee training programs (e.g. harassment prevention workplace safety ethics and DEI) to ensure compliance with state and organizational requirements.
  • Develop and administer employee orientation and exit programs support faculty and classified staff training activities.
  • Track document and report employee training completion and follow up with staff and managers as needed.
  • Serve as college public records officer; coordinate responses to Public Records Requests in compliance with Washington States Public Records Act (RCW 42.56) including gathering responsive documents ensuring redactions where applicable and working with legal counsel.
  • Plan review develop implement and enforce college policies and procedures consistent/compliant with state and federal regulations including the Washington Administrative Code.
  • Manage human resource records both hard and electronic; maintenance of required employee data and the reporting to appropriate state and federal agencies.
  • Oversee the district benefit programs including retirement health insurance unemployment leave and salary placement and increment management.
  • Provide guidance to employees on HR-related matters policies and procedures.
  • Assist with employee engagement programs and initiatives to promote a positive workplace culture.
  • Prepare HR reports and metrics to support decision-making.
  • Oversee district recruitment programs to align with the strategic plan encompassing job analysis position management search committee development diversity equity and inclusion monitoring civil service compliance and comprehensive reference and background checks.
  • Oversee the classified performance appraisal process and the administrative/exempt evaluation process; partner with managers to support performance reviews coaching and development planning.
  • Participate in internal investigations of discrimination harassment and Title IX complaints.
  • Serve as Title IX Investigator.
  • Administer the colleges reasonable accommodation program Whistleblower notification compliance with the Washington State Ethics Law and other employment regulations.
  • Supervise two HR Consultants; oversee the human resource office budget; and conduct annual reviews.

Qualifications

Minimum Qualifications:

  • Bachelors degree in human resources business administration or related field.
  • At least two years of HR experience in a generalist or related HR role.
  • Knowledge of HR best practices employment laws and compliance requirements.
  • Strong interpersonal and communication skills with the ability to handle sensitive information confidentially.
  • Proficiency with HR information systems and Microsoft Office Suite.
  • Or if you do not meet one or more of qualifications listed above but have an applicable combination of education and experience which demonstrates the ability to perform the essential functions of the position.

Preferred Qualifications:

  • HR certification.
  • Familiarity with Washington state employment regulations and public records compliance and processing requests.
  • Experience with ctcLink.
  • Experience creating digital content (such as Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats.
  • Bilingual in Spanish and English.

  • Diversity equity and inclusion: Demonstrated competency and experience working in a diverse academic environment inclusive of students faculty and staff of varying social economic cultural ideological gender and racial/ethnic backgrounds and those with physical emotional and/or learning disabilities.
  • Technical/computer skills: High level of proficiency and accuracy in Microsoft Office; familiarity with Canvas PeopleSoft and other college systems; ability to be cross trained to provide basic technical support.
  • Student services: Knowledge of college processes such as admissions enrollment and financial aid; ability to be cross trained to provide student services support.
  • FERPA: Maintain a high level of confidentiality and follow FERPA guidelines.

Terms of Employment:

This is a full-time 12-month overtime-eligible exempt position contracted on an annual basis.

The starting salary hiring range for this position is $70200 to $81286. Individual placement within the hiring range is based on the candidates current experience education skills and abilities related to the position. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year.
