Job Summary
Job Title: Permitting Director / Manager- OSP -3rd Party pole attachments
We are currently seeking experienced Permitting/Licensing Manager (possibly Director level) with experience working with 3rd party pole attachments. This is Direct Hire Position that is remote WFH preferably in the Northeast for occasional trips to market.
As the Manager you should be familiar with the 3rd Party pole Permitting and Licensing process as it relates to Fiber /OSP builds and will assist with all aspects of preparing submitting and tracking permits.
This position involves leading a team that is involved in preparing and submitting permit applications securing entitlements managing joint-use programs and ensuring compliance with applicable codes and policies.
Responsible for obtaining all necessary licenses permits and right-of-way (ROW) agreements from city county and state authorities before construction can begin.

Strong knowledge of telecom construction fiber/copper networks and permitting regulations
Prior experience in pole application and project management
5 years in telephone plant operations -telecom or utility
5 years of supervisory experience preferred

Role:
- Lead and mentor a team of OSP Licensing & Permitting Coordinators
- Oversee all aspects of the licensing and permitting process ensuring timely submittals and payments
- Collaborate with subcontractors and internal engineering teams to remove barriers to application approvals
- Maintain and improve pole attachment workflows in coordination with GIS staff
- Manage Right-of-Way and construction-related permits across multiple jurisdictions
- Create onboarding materials and training plans for new team members
- Generate KPI and production reports to track performance and progress
- Serve as the final escalation point for licensing issues and represent our client at industry forums
- Support pole attachment agreement renewals and annual billing reconciliation
