You will be updated with latest job alerts via emailThe Arizona Department of Agriculture is currently recruiting a Compliance Manager for the Office of Weights and Measures. The position will be conducted from a remote work environment as established through a State of Arizona Remote Work agreement. However remote work privileges may be subject to change which could require this position to report to a physical State office.
The Offices primary mission is to promote integrity and fairness of Arizona commerce involving weighing or measuring for commercial purposes by regulating and supporting businesses in a manner that protects the interests of both the consumer and the business. The Office carries out this mission by maintaining the State standards of weight and measure based on national standards maintained by the Federal government licensing commercial weighing and measuring devices used in Arizona conducting a wide variety of inspection programs to ensure equity in the marketplace and auditing weighing and measuring devices and enforcing the statutes rules and regulations governing their use.
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.
Duties but not limited to:
Administration and performance of weights and measures compliance programs including programs related to commercial weighing and measuring devices the net contents of packaged goods retail pricing Public Weighmasters and Registered Service Agencies and Representatives.
Oversee industry reporting and regulatory requirements development of internal policies and procedures and development and enforcement of statutes and rules.
Administer and evaluate Registered Service Representative (RSR) training and testing programs.
Work closely with Field Compliance Officers and Investigators to develop efficient inspection programs direct staff resources address technical questions and provide training as necessary.
Liaison to industry stakeholders tribal governments and other state and federal departments.
Interface with internal and external customers including consumers industry representatives other government agencies including state county and local law enforcement agencies ADOT Navajo Nation Weights and Measures and other tribal agencies and weights and measures agencies from other states.
Participation is required in professional weights and measures organizations such as the National Council on Weights and Measures and the Western Weights and Measures Association (which may include out-of-state travel) to develop national standards and technical requirements that ensure equity in the marketplace.
Provide technical information to management and other governmental entities as needed.
May issue enforcement actions including Notices of Violation and civil penalties participate in Informal Settlement Conferences prepare legal documents and testify at Administrative Hearings.
Write detailed reports based on research analysis and evaluation of data pertaining to specific situations involving compliance with applicable statutes rules and technical requirements; develop and analyze data to direct agency resources and/or support department enforcement actions.
Develop standard of work for inspection programs and adjust inspection programs as necessary to optimize efficiency.
Assist in the development of rules and statutes strategic plans and agency budgets
Monitor inspection equipment use distribution and condition and make recommendation relating to the procurement of technical equipment to implement new inspection programs or improve efficiencies; and assist with maintenance and development of technology databases and programs that support licensing inspection and compliance functions
KNOWLEDGE OF:
Federal state local and tribal policies rules laws and administrative codes governing the specifications and technical requirements for weighing and measuring devices packaged goods and retail pricing compliance programs; the techniques and methods employed to determine compliance of commercial devices net contents of packaged goods and retail price posting and price verification; investigative rules policies and procedures relating to program non-compliance; legal process and collection of evidence and case documentation; chain of custody protocols; strategic planning; standard of work development; and employee coaching. Must be proficient in Microsoft Office programs and Google Workspace.
SKILLS IN:
Applying federal state local and tribal laws rules regulations and agency policies governing the specifications and performance of commercial weighing devices labeling and net contents of packaged products retail price posting and price accuracy Public Weighmasters and Registered Service Agencies and Representatives; writing complex correspondence to external/internal customers as well as technical documents such as standard operating procedures; inspection auditing and investigation techniques; utilizing data to develop and implement process efficiencies; promoting employee growth within the department; and organizing staff development training.
ABILITY TO:
Apply critical thinking skills; demonstrate proficiency in math and the application of complex formulas; oversee compliance programs involving more than 20000 regulated entities 100000 devices and up to 1000 licensed non-department personnel; maintain positive and professional working relationships with internal and external customers; develop business relationships with other enforcement personnel such as city and county law enforcement government regulatory agencies (including weights and measures agencies in other states) and tribal leaders; take enforcement action when needed to stop sales hold or remove commodities or devices from commercial use until the business is in compliance with all pertinent laws and rules; take civil action for repetitive non-compliance practices or when a major infraction of the law or rules is detected; testify as an expert witness at hearings held by the Office of Administrative Hearings and/or represent the Department in Informal Settlement Conferences; multi-task; manage time efficiently; and communicate respectfully and professionally.
Three years experience in investigation and enforcement of weights and measures compliance including commercial weighing and measuring devices the net contents of packaged goods commodity labeling retail pricing Public Weighmasters and Registered Service Agencies and Representatives. Possession of one or more NCWM professional certifications. Previous supervisory experience. Experience in reading and interpreting statutes rules and NIST Handbook codes.

Positions in this classification participate in the Arizona State Retirement System (ASRS). Mandatory condition of Employment for all employees who meet the eligibility and membership criteria defined in statue. Current contribution rate is 12.00%. Enrollment eligibility will become effective after 27 weeks of employment.
