JOB SUMMARY
Performs highly complex administrative and supervisory work. Work involves establishing program
goals and objectives; developing program guidelines policies and procedures; developing
schedules priorities and standards for achieving program goals; evaluating program activities;
developing and evaluating budget requests; coordinating program activities; and supervising the
work of others. Works under limited supervision with moderate latitude for the use of initiative and
independent judgment.
ESSENTIAL FUNCTIONS
A. Oversees the activities of staff in the Human Immunodeficiency Virus (HIV) Planning program
area; plans implements coordinates monitors and evaluates program operations and
services; assists in the completion of projects regarding the scope of operations; develops and
implements program policies and procedures; and ensures compliance with policies and
procedures program guidelines grant requirements and laws and regulations.
B. Develops and implements techniques for evaluating program operations; oversees program
evaluation activities and determines program effectiveness; oversees special investigations
program analyses and research studies and develops action plans to improve or initiate
program services; and prepares and oversees the preparation of program management
productivity and administrative reports and studies.
C. Oversees the continuity of care for offenders with HIV who are being paroled or discharged; and
serves as liaison to agencies and organizations involved with continuity of care for program
participants.
D. Confers with staff on program issues to identify problems and implement solutions; provides
guidance in handling difficult complex or sensitive program issues; and assists staff in
developing and implementing grant procedures.
E. Supervises the work of others; identifies training needs; and provides training and technical
assistance within the program area.

MINIMUM QUALIFICATIONS
A. Education Experience and Training
1. Bachelors degree from a college or university accredited by an organization recognized by
the Council for Higher Education Accreditation (CHEA) or by the United States Department
of Education (USDE). Major course work in Health Education Communication Health
Behavior Psychology Health Services Research or related field preferred. Each year of
experience as described below in excess of the required six years may be substituted for
thirty semester hours from an accredited college or university on a year-for-year basis.
2. Six years full-time wage-earning criminal justice administration human services program
administration or social services experience.
3. Experience in the supervision of employees preferred.
4. HIV or social science research experience preferred.
5. Experience in the use of Microsoft Office Suite or equivalent to include word processing
spreadsheet database or presentation software programs preferred.
B. Knowledge and Skills
1. Knowledge of community and government resources and state and federal entitlement
programs for persons with disabilities.
2. Knowledge of the principles and practices of public administration and management.
3. Knowledge of applicable state and federal laws rules regulations and statutes.
4. Knowledge of policies and procedures for local criminal justice agencies probation offices
and jails preferred.
5. Knowledge of agency and departmental organizational structure policies procedures
rules and regulations preferred.
6. Skill to communicate ideas and instructions clearly and concisely.
7. Skill to coordinate with other staff departments officials agencies organizations and the
public.
8. Skill to interpret and apply rules regulations policies and procedures.
9. Skill in administrative problem-solving techniques.
10. Skill to evaluate programs analyze data and prepare recommendations for improvements.
11. Skill to review technical data and prepare technical reports.
12. Skill to supervise the work of others.
