The City Engineer is a professional administrative position responsible for oversight of all Capital Improvement Project (CIP) engineering activities of the City including the design preparation and specification of plans; as well as the oversight for the supervision of construction and maintenance work on CIP projects. This position is responsible for all aspects of organizational management of the Engineering Division which includes engineering professionals and technicians.The hiring range for this full-time exempt position is $120000-$130000 annually (DOQ).
Position Responsibilities
Supervisory. Plans organizes schedules observes documents and evaluates the work of subordinates directly to establish and maintain a working environment conducive to positive morale high productivity high quality work creativity and teamwork. Provides oversight of all personnel actions within the division including the use of appropriate disciplinary action when necessary. Oversees selection process for new employees the promotion process for current employees and training programs for the division.
Project Management. Provides oversight of development of plans designs and specifications for City engineering projects. Supports Project Engineers as they work with consulting engineers in the design of municipal projects. Directs the administration of capital improvement projects. Oversees the budgeting and financial management of all capital projects ensuring appropriate purchasing procedures are used. Oversees the preparation of contract documents to retain professional services or for bidding purposes. Provides administrative oversight of all engineering contracts.
Department Goals. Responsible for the development promulgation and implementation of department missions goals objectives and priorities that relate to the Engineering Division and the Public Works Department.
Engineering Standards. Develops guides and enforces City engineering standards in accordance with industry best practices. Documents and communicates standards to appropriate parties as well as seeks input as needed. Works cross departmentally with Community Development to ensure City standards are consistent.
Operational Effectiveness. Monitors and evaluates the effectiveness and efficiency of division programs. Identifies resource needs and makes plans for acquisition. Ensures appropriate and efficient allocation of duties and responsibilities to division employees.
Management /Leadership. Coaches leads motivates and develops personnel in the Engineering Division. Represents the Engineering Division to all internal and external stakeholders. Communicates with the Public Works Director to ensure that the Engineering Division is represented at the Management Team level.
Contract Administration. Prepares and/or supervises the preparation of interlocal agreements engineering contracts and other related agreements and contracts for the Capital Improvement Plan. Coordinates the preparation and execution of these documents with adjoining cities Johnson County Mid America Regional Council and other governmental agencies.
Policies and Procedures. Reads understands enforces and adheres to City and departmental orders bulletins directives memorandums and policies. Prepares engineering policies and procedures as required.
Budgeting and Financial Management. Supervises the development and administration of the divisions annual budget. Manages large projects approved by the City Council. Ensures applications are made for grants relevant to Engineering activities of the City and ensures the proper administration of grant funds when awarded.
Community Involvement. Meets and interacts frequently with the general public elected officials civic groups and other governmental agencies by advising or providing technical assistance on engineering matters.
Intergovernmental Contacts. Establishes and maintains contact with the appropriate federal state county and other city offices to ensure that the Citys positions goals and priorities are represented accurately and consistently. Communicates with colleagues in other cities regarding mutual interests and takes advantages of opportunities where cooperation and collaboration would be mutually beneficial.
Boards Council and Commissions. Prepares reports and assembles information for the City Council and Planning Commission meetings and presents during these meetings. Provides staff support and professional guidance while attending City Council and Council Committee meetings as needed.
Professional Associations. Attends and contributes to various professional associations affiliated with Public Works engineering. Pursues continuing education through professional organizations and other continuing education programs.
Minimum Qualifications
- Bachelors Degree from an accredited college or university with course work in engineering surveying applied science or a closely related field; Masters Degree preferred.
- A minimum of seven (7) years experience in design construction and project management of public buildings or park facilities.
- A minimum of three (3) years experience in administration supervision and direction of staff and project management is preferred.
- Licensed as a Professional Engineer in the State of Kansas or the ability to obtain within six months of appointment.

Work Schedule
The base schedule for this position is Monday through Friday with flexible working hours and the ability to work from home on occasion.
