Yakima Valley College is accepting applications for aFiscal Manager serving both the Workforce Education and College and Career Readiness Divisions. This position offers an opportunity to contribute to a dynamic student-centered institution committed to equity transparency and continuous improvement.Reporting to the Associate Vice President of Workforce & Economic Development the Fiscal Manager will be a confident self-starter with prior fiscal work experience. The ideal candidate will demonstrate advanced knowledge of public sector accounting familiarity with grant and fund management and a strong commitment to supporting institutional goals through sound financial practices. Duties are performed in an office environment with long periods of computer work.
This is a full-time in personexempt professional position with a state benefits package.Essential Tasks
- Plan organize coordinate and direct fiscal and business management activities for assigned divisions/departments.
- Provide fiscal expertise to Divisional leadership faculty and staff.
- Responsible for the overall development and implementation of fiscal policies and procedures for assigned divisions/departments.
- Ensure implementation of fiscal procedures and policy by fiscal staff who process and monitor spending activity.
- Supervise fiscal staff in fiscal record-keeping and support services.
- Guide the divisions fiscal staff program staff and administrators in the improvement of processes with the use of technology resources and the coordination of work assignments with other departments and divisions.
- Develop division budgets for grants contracts allocations or other funding requests including the preparation of the appropriate forms for contracts and grants.
- Complete Online Budget & Information System (OBIS) Grant revisions as needed.
- Track expenditure and payroll activity and balance detail activity to expense payroll and budget reports promptly create and process appropriate forms documents and/or documentation to correct any errors found in fiscal data and/or change funding account distributions.
- Act as primary Division contact and work collaboratively with YVCs Director of Accounting regarding inquiries from federal state or other auditors offices and the coordination of Division audits.
- Meet regularly with program support and administrative staff.
- Coordinate with multiple programs on fiscal issues with cross-program impact.
- Present financial information in a clear understandable manner both verbally and in writing to a wide range of non-fiscal staff and faculty.
- Assist with strategic planning for Division resources and fiscal staff.
- Represent YVC to outside agencies and other entities as required.
- Work collaboratively with other campus offices such as the Business Office Grants and Contracts and Budget Office as needed and serve as the primary contact for fiscal related issues.
- Complete year-end closure of grants operating and allocation funds.
- Create monthly and quarterly initial invoices for Basic Food and Employment Training (BFET) grant for WED and Open Doors/Step Up To College for CCR.
- Process Personnel Position Requisitions (PPRs) in the NeoGov system.
- Prepare yearly Commission of Dental Accreditation budget report for the Dental Hygiene Program.
- Prepare yearly Adult Education and El Civics year-end matching report for CCR.
- Prepare Workforce program accreditation reports as needed.
- Research and notify program or grant managers of any fiscal policies time and effort or procedures updates.
- Process and manage all time and effort reports for assigned federal grants.
- Request new accounts and combo codes as needed.
- Monitor the processing of travel documents for WED/CCR.
- Meet stringent deadlines for the college and divisions.
- Other related duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS: - Earned Bachelors degree in a relevant field and three years of relevant professional experience.
- OR Earned Associates degree AND five years of professional fiscal experience.
- Two years experience managing and supervising staff.
- Two years experience working with grants and contracts.
- Demonstrated experience working with complex financial rules policies and regulations.
- Experience working with contract language and contract risk assessment.
- Experience developing fiscal processes in higher education.
- Fiscal experience managing multiple funds including state-appropriated funds grants and contracts.
ABILITY TO:- Use critical creative and reflective thinking skills to identify problems analyze and evaluate various solutions implement and monitor the effectiveness of those solutions.
- Demonstrate excellent verbal and written communication and organizational skills.
- Demonstrate a strong work ethic through attendance punctuality and engagement.
- Implement complex policies and procedures.
- Work at a computer for a large part of each day doing hands-on fiscal work.
- Track and prioritize multiple activities projects and tasks at once.
KNOWLEDGE OF:- Entire MS Office Suite with extensive skills using Excel.
- Washington state and federal statutes rules policies and procedures in the areas of budget finance procurement audit compliance purchasing contracting strategic planning quality initiative and conflict interest management.
