The Program Analyst position provides comprehensive program monitoring to ensure agency compliance with applicable federal and state regulations. This position supports assigned grantees through structured on-site and virtual reviews of administrative operations fiscal procedures programmatic service delivery and documentation of participant outcomes.

This work supports the Office of Economic Opportunitys commitment to advancing agency accountability and service delivery effectiveness. The Program Analyst plays a key role in reviewing contracts amendments and performance data to support overall program integrity and the achievement of targeted outcomes.


Key Duties Include:
  • Monitor assigned agencies through scheduled onsite and virtual reviews for contractual and regulatory compliance.

  • Review and evaluate grantee administrative structures operational procedures and governance documentation.

  • Examine participant eligibility records and outcome tracking for accuracy and completeness.

  • Analyze applications amendments and contracts for adherence to federal and state guidelines.

  • Prepare comprehensive monitoring reports and summary documentation of findings.

  • Deliver technical assistance to grantees to address identified compliance issues.

  • Compile and assess performance reports to evaluate agency capacity and effectiveness.

  • Support grantees in interpreting policy guidance related to program operations.

  • Utilize Microsoft Office Suite to maintain monitoring tools analyze data and draft correspondence.

  • Participate in team coordination meetings and contribute to continuous quality improvement efforts.

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:
  • Documented experience interpreting policy or compliance guidelines related to operational or programmatic procedures preferably in a public-sector or nonprofit setting.

  • Proven experience compiling analyzing and summarizing programmatic data to assess grantee or organizational performance.

  • Experience recording and compiling documentation for case management audits or grant reporting preferably in a state or local government environment.

Minimum Education and Experience Requirements

Bachelors degree in sociology psychology political science business administration public administration or related field from an appropriately accredited institution and three years of experience related to the specific program assignment
OR
An equivalent combination of education and experience.
