Position Overview

The Illinois Department of Employment Security (IDES) is seeking an organized professional and results oriented individual to serve as a Telephone Collections Senior Unemployment Insurance (UI) Revenue Analyst. Responsibilities include answering inquiries received via the IDES Employer Tax Hotline performing complex investigations of employer contribution cases associated with the collection of delinquent UI contributions calculating current delinquency and any penalties and/or interest for each case and initiating collection actions. This position provides a great opportunity for someone who has a strong knowledge of federal and state Unemployment Insurance (UI) rules and regulations related to claimant eligibility and employer chargeability and is dedicated to ensuring timely analysis and reconciliation of employer records. The ideal candidate for this position will have extensive experience performing complex UI determinations reconciling employer records initiating collection of delinquencies and handling a high volume of customer inquiries by phone. Essential Functions

  • Under direction serves as a Telephone Collections Senior Unemployment Insurance (UI) Revenue Analyst for the Illinois Department of Employment Security (IDES)
  • Initiates full range of direct actions and/or formal demands to proceed against employers delinquent in the payment of Unemployment Insurance (UI) contributions
  • Sets up Deferred Payment Agreements for those employers who are unable to pay delinquent contributions penalties and/or interest
  • Using a personal computer and relevant computerized systems researches and analyzes employer records to determine reasons for the delinquent contributions on employer accounts and provide related information and/or documentation
  • Keeps abreast of current federal and state Unemployment Insurance (UI) rules and regulations related to claimant eligibility employer chargeability and delinquent contributions
  • Performs other related duties as assigned or required that are reasonably within the scope of those enumerated above

Minimum Qualifications

  • Requires knowledge skills and mental development equivalent to (4) four years of college with major coursework in accounting business mathematics or a related field plus (3) three years of professional experience in account maintenance investigation and analysis

Conditions of Employment

  • Requires an Illinois State Police background check and self-disclosure of any criminal history.
  • Requires ability to successfully complete a fingerprint-based background check.
  • Requires ability to travel in the performance of duties with overnight stays as appropriate.
  • This position is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. This job may require a good deal of walking or standing or involves sitting most of the time with some pushing and pulling of arm or leg controls.
  • Requires ability to attend seminars conferences and trainings to stay current on methods tools ideologies or other industry related topics relevant to the job duties.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
