Position Overview

The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking an Assistant Chief Financial Officer for the Office of Financial Management. This position provides operational oversight of the Departments accounting and fiscal operations units responsible for processing more than $1.5 billion in grant loan and contract payments annually. The ideal candidate has knowledge and experience implementing fiscal internal controls improving policies & procedures to better adhere to the Illinois statewide accounting management system (SAMS) manual assisting with strengthening organizational compliance with both Federal Uniform Guidance (2 CFR 200) and the states Grant Accountability and Transparency Act (GATA). Essential Functions

  • Serves as the Assistant Chief Financial Officer and operations manager for the Office of Financial Management (OFM).
  • Plans and manages audit review materials under the Office of Financial Managements responsibility.
  • Plans develops and carries out projects which increase fiscal controls audit readiness or cost-saving efficiencies.
  • In the absence of a Chief Financial Officer (CFO) serves as Acting Chief Financial Officer.
  • Serves as full-line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires the knowledge skill and mental development equivalent to completion of four (4) years of college with courses in public administration political science or business.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in finance budget accounting including administrative experience in governmental finance budget and accounting matters.

Preferred Qualifications

  • Prefers four (4) years of administrative experience processing grants loans contracts invoices or controlling budgetary spending plans within a central fiscal office.
  • Prefers a Masters degree in Accounting Finance Public Administration or Business Administration.
  • Prefers two (2) years of experience formulating accounting fiscal/budgetary or grant related policies and/or legislation.
  • Prefers two (2) years of experience supervising direct reports.
  • Pefers two (2) years of experience managing and implementing grant rules (such as the Grant Accountability and Transparency Act and Federal Uniform Guidance).
  • Prefers two (2) years of experience utilizing the Systems Applications and Products (SAP) automated accounting system.
  • Prefer certification as a Certified Public Accountant (CPA).

Conditions of Employment

Requires appropriate valid drivers license.

  • Requires completion of a background check and self-disclosure of criminal history form.
  • Requires ability travel in the performance of duties with overnight stays as appropriate.
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime. This may require the ability to work evenings and weekends.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
