Position Overview

The Division of Developmental Disabilities is pleased to announce an opening for an Operations Manager for the State Operated Developmental Centers. The division is seeking to hire a dynamic organized and detail-oriented individual with experience working with ID/DD individuals ensuring least restrictive residential settings. This person will be able to multi-task be self-motivated and maintain working relationships with varying stakeholders.

Essential Functions

  • Serves as the State Operated Developmental Center (SODCs) Operations Manager.
  • Serves as liaison with surveying and advocate associations regarding issues such as Transition certification decertification content of services offered etc.
  • Gathers information from team members to produce concise written reports.
  • Serves as full-line supervisor.
  • Serves as a member of the SODC Executive Leadership Team.
  • Serves as SODC representative in many internal DHS committees including proactive facility meetings OIG coordination meetings Statewide Advisory Council Innovations meetings recruitment and discipline meetings and Risk Management/Emergency Preparedness meetings.
  • On behalf of the Deputy Director reviews Plans of Corrections for deficiencies cited by the Federal Surveying entity and assists in the execution of the plan.
  • Receives reviews and confirms that Administrative Reviews are completed in a timely manner.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years college with course work in a social or human services field.
  • Requires three (3) years of progressively responsible administrative experience in the administration of a health or human services organization specifically a program serving individuals with developmental disabilities.

Preferred Qualifications

  • Three (3) years of professional experience developing and writing reports relative to the evaluation of quality of services and the condition of a public or private organization.
  • Three (3) years of professional experience working with community providers in the transition of adults with ID/DD to least restrictive environments.
  • Three (3) years of professional experience monitoring plans of corrective actions for a public or private organization.
  • Three (3) years of professional experience investigating sensitive incidents and issues related to the care and treatment of individuals within a residential treatment facility.
  • Three (3) years of professional supervisory experience.
  • Three (3) years of professional experience recommending improvement plans in the area of auditing individual service plans surveys and corrective action plans for a residential treatment facility.

Conditions of Employment

  • Requires ability to pass the IDHS background check.
  • Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
  • Requires the ability to travel.
  • Requires ability to be on-call and work after hours as needed.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
