Job Duties

This is a restricted position which is solely funded for a one year period ending 12/31/2025. The availability of funding is scheduled for review and periodically thereafter. Continued employment is contingent on the continued availability of funds.

Do you have experience working in TB (Tuberculosis) Are you passionate about advancing Virginias efforts toward TB elimination The Virginia Department of Health is seeking an experienced and passionate individual to fill the TB Program Manager position. This position provides strategic leadership and oversight of Virginias TB Program at the state level. The Program Manger provides leadership and direction to a group of highly skilled staff ensuring accomplishment of program goals and objective and support of local health district TB programs; applies expertise in TB prevention and control to develop program and grant objectives and strategies; writes and/or reviews grant applications budgets and progress reports; mentors and manages program staff; communicates extensively with local health district directors and staff internal and external stakeholders; collaborates with other state agencies organizations and non-profits; coordinates and collaborates across programs divisions and offices within the Department; and ensures technical accuracy of training programs use and interpretation of data investigation methods and TB elimination efforts. Oversees programmatic activities evaluates program operations and modifies as necessary. This position serves as a member of the Division of Clinical Epidemiology Leadership Team.

This position also serves as the Tuberculosis (TB) Controller managing all program activities and supervising assigned staff. Provides oversight of grant awards work unit budgets contracts and expenditures. Develops program policies and procedures ensures implementation and updates as necessary and provides policy and procedural interpretation. Consulting with medical experts as needed. Serves as a program expert and mentor. Oversees the development of in-service training for professional non-professional and public audiences; educational outreach activities; and TB Control telemedicine consultation services. Develops initiatives and implements strategies to meet program objectives. Serves as a point of contact between the agency and Centers for Disease Control and Prevention and other federal agencies on TB issues. Participates in the design implementation and evaluation of public health programs in response to emerging epidemiologic trends in TB. Coordinates with expert clinical consultants who will provide clinical advice and consultation to health department and community practitioners.

The Division of Clinical Epidemiology in the Office of Epidemiology at the Virginia Department of Health works with partners and applies epidemiologic principles to infectious diseases affecting the citizens of the Commonwealth of Virginia in healthcare settings and the community with the mission of improving patient-level outcomes and protecting the population. The Division serves as a resource for health districts and the medical community by providing consultation training and guidance around four areas of focus: Healthcare-Associated Infections Antimicrobial Resistance and Stewardship Tuberculosis and Newcomer Health.

Minimum Qualifications

Knowledge and experience in principles/practices that support assigned program
Knowledge and experience in administrative and business practices programmatic and operational controls personnel management and budgetary controls
Ability to apply knowledge and skills in program evaluation analysis and strategic planning
Skills and experience in leadership interpersonal communications and public speaking working with boards committees hospitals local federal and state agencies
Knowledge and experience preparing and managing federal grants and budgets
Knowledge and experience preparing and managing federal grants and budgets
Knowledge of public health and community health standards principles and processes
Knowledge of TB case management and infectious disease epidemiology especially related to TB

Additional Considerations

Health Care Administration experience preferred
Progressively responsible administrative and managerial experience in a governmental/quasi-governmental organization or agency
Has prior experience leading or working in a TB program at the state or national level leading a local health department TB program or as a nurse case manager in a local health department
