Job Description

The Position


This is a continuous filing exam. Next filing cut-offs are at 5:00 pm on:

9/29/25 10/14/25 10/27/25 (final)

Level I - $4388.28 - $5333.08/month
Level II - $4663.17 - $5668.92/month

Collection Services Agents Level I/II serve the residents of Sacramento County by assuring the fair and accurate collection of debt owed to County Departments and others. Incumbents engage in the identification of debts owed assessment of debtor ability to pay negotiation of repayment plans pursuit of legal enforcement measures and tracking of actual collection results.

Examples of Knowledge and Abilities

Knowledge of

  • Specific procedures rules regulations and laws governing collection of debts and enforcement of debt collection
  • California statutes concerning the collection of delinquent accounts and legal actions that may be required such as Small Claims Court actions real property liens wage garnishments
  • Interviewing techniques which allow full collecting of information while maintaining the dignity of the debtor
  • Computer systems used in the collection of debts
  • Arithmetic calculations
Ability to
  • Work well in a team environment with shared goals
  • Learn a wide variety of collection types and procedures
  • Flexibly yet forcefully negotiate with debtors
  • Think rapidly while properly and accurately collecting debts

Employment Qualifications

Minimum Qualifications

Collection Services Agent (Level II)

Either:
1. Two years of full time paid experience in any combination interviewing debtors and collecting debts for either a collections agency an employer who does not use a collections agency or a federal state or county government.

Or:
2. One year as a Collections Services Agent Level I within the County of Sacramento.

Collection Services Agent (Level I)

Either:
1. One year of full time paid experience interviewing debtors and collecting debts for either a collections agency or an employer who does not use a collections agency.

Or:
2. The full time equivalent of nine months experience in the Sacramento County class of Collection Services Aide.

Or:
3. Two years of journey level clerical experience within the Division of Revenue Recovery or other Sacramento County debt collections program.

Note: Initial appointments to this class and advancement are at the discretion of the appointing authority provided that minimum qualifications are met.

Note: If the word experience is referenced in the minimum qualifications it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated (173.6 hour 21.7 daysone work month) to meet the total experience requirements.

Special Requirements

Special Skills: Some positions in this class may additionally require the ability to communicate fluently in a language other than English. When required these special skills may be used in performing such tasks as the following:

1. Interprets and explains the meaning of laws rules and regulations in a language other than English.

2. Conducts interviews in a language other than standard English and translates information obtained into English.

3. Acts as a special consultant to other staff to help interpret the needs and problems of individuals of different languages and cultural backgrounds.

4. Assists staff in revenue collections by giving advice and information on problems involving relationships with clients and staff of different languages and cultural backgrounds.

5. Assists other Collection Services Agents and Criminal Investigators by using applicable special skills to help them with the differences of the English language patterns used in different cultural communities or by translating interpreting or otherwise using language skills.

The Sacramento County Civil Service Commission approved the use of selective certification for special skills for this class on October 22 1987.

Criminal History and Background Check: Applicants must pass a criminal history and background check that may include contact of prior employers and/or personal references. Applicants will be fingerprinted for purposes of search of local state and national fingerprint files to disclose any criminal record. A classifiable set of fingerprints shall be furnished to the Department of Justice and to the Federal Bureau of Investigations. Additionally an individual who currently has or has had in the past an account with the Sacramento County Sacramento County Division of Revenue Recovery may be disqualified from employment as a Collection Services Agent Level I/II.

Probationary Period

The probationary period for this classification istwelve (12)months.

Note: The probationary period for Collection Services Agent Level I/Level II may be served fully at either level; or at both levels in any combination totaling 12 months providing that the minimum qualifications are met for advancement to Level II.

FORMULA RATE EXAMINATION (Weighted 100%)


All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.


This examination will evaluate the relevance level recency progression and quality of candidates education training and experience. The candidates application or other materials will not be included in this examination. Therefore the candidates responses to the supplemental questionnaire should be thorough detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.


All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
