The Thurston County Auditors Office is seeking highly motivated and qualified individuals for the position of Oracle Cloud Fusion Application Administrator (Systems Manager). This Oracle Application Administrator position provides technical expertise in Oracle Fusion Cloud. The county recently implemented this system in mid-2024. This position works with staff and customers in a team setting and will have a matrix reporting relationship to Thurston Countys Information Technology Department.
The Systems Manager has the responsibility to ensure the Oracle system is running at optimal performance to support users resolve problems and research answers and solutions as needed.
Essential functions may include but are not limited to the following:
- Managing and maintaining the Oracle Fusion Financials application to ensure its smooth operation availability and performance including EPM PPM ERP and HCM.
- Update and administer security roles and groups including AD integration.
- Configure and customize the Oracle Fusion Financials application to meet county requirements.
- Coordinate with vendors and technical teams to perform routine maintenance tasks including patching updates and upgrades.
- Oversee data integrity and data management activities.
- Monitor system performance identify bottlenecks and optimize system resources to ensure optimal performance.
- Maintain documentation related to system configurations administration procedures and troubleshooting guides.
- Provide training and support to end users.
- Assist with the identification of internal user needs for Oracle and assist with implementing identified needs.
- Manage coordinate implement Oracle update or upgrade technology projects to include business analysis requirements gathering and business process documentation.
- Provide timely response to user requests for assistance.
- Demonstrate customer focus and partnership in projects and work order assignments.
- Exhibits excellent communication documentation and presentation skills.
- Supports other Enterprise Applications as needed.
During emergencies or special projects this position may be required to be called in or work an irregular schedule and cause a temporary change in normal work hours. This includes working on non-business or extended hours on weekends and holidays to check/troubleshoot system outages attend early morning or evening meetings and/or be available by phone to answer questions.

WORKING CONDITIONS:
- Work Environment Quiet office setting located in Olympia Washington. Work is primarily performed at a desk or workstation using a computer and standard office equipment. Hybrid and remote work options are available based on business needs and performance.
- Schedule Monday through Friday 8:00 a.m. to 5:00 p.m. Occasional extended hours may be required to meet critical deadlines. Alternative work schedules may be available.
- Travel Requirements Limited travel may be required to attend meetings trainings or provide onsite support to other offices and departments.
- Customer Interactions Regular interaction with internal customers including elected officials department staff and other government agencies. Communication occurs via phone email virtual meetings and in-person consultations.

QUALIFICATIONS:
- Bachelors degree in computer science or closely related field and five years of experience with demonstrated progressive responsibility in database management and computer technology combined with at least three years of experience in a supervisory experience with the functions and processes related directly to the assigned department function is highly desirable.
- Knowledge of desktop operating systems available software products related to assigned department; principles of data management workflow processes and goals web-based applications and web services and applicable programming languages; principles of local area network management and basics of data transfer utilities are essential.
- Depending upon area of assignment knowledge and experience related to specific departments needs and have a clear knowledge and considerable background of the department served.
- Knowledge of pertinent local state and federal laws.
- Ability to interpret policies and procedures and to analyze complex problems.
- Ability to prioritize work meet deadlines and manage a database.
- Current Washington State Drivers License or have requested and obtained an appropriate accommodation.
DESIRED SKILLS:
- Strong technical skills knowledge and experience in Oracle Cloud applications administration.
- Strong understanding of Oracle Fusion Financials modules architecture and functionality. Familiarity with financial management processes and best practices.
- Highly proficient in management and administration of Oracle Cloud to include patching or upgrading Oracle modules EPM PPM HCM & ERP developing & maintaining complex workflows and reports using OTBI reporting.
- Proven ability to partner and collaborate with customers on projects and work requests; help identify business requirements document business processes and recommend solutions.
- Forward thinker who can enable new ideas or improved methods for system efficiencies and work solutions.
- Self-starter who can lead or participate as a member of a self-directed work team and utilize the resources of other team members.
