Job Summary

Under the general supervision of the Deputy Director of Utilities Operations you will lead key initiatives to ensure the effective efficient and timely delivery of operational services for the Utilities Department. You will oversee and direct all preventive maintenance and corrective repairs on District facilities including treatment plants associated equipment and appurtenances. This role requires leveraging your multiple trade skillsincluding carpentry plumbing electrical painting roofing and HVACto perform complex work and act as the primary technical expert. You will also manage the operation and maintenance of all Water/Wastewater technologies such as Ultraviolet lamps Belt Filter presses Chemical pumps Metering pumps Bulk Chemicals and High Capacity water pumps.

Essential duties and responsibilities may include but are not limited to the following:

  • Leads oversees and participates in complex troubleshooting and repair efforts for critical systems providing expert guidance to team members.
  • Develop and implement schedules for required maintenance and operational checks on all equipment.
  • Directs and supervises the maintenance of water and wastewater facilities associated equipment and appurtenances.
  • Manages and coordinates project-related support tasks including general facility upkeep and delegates responsibilities to other technicians.
  • Evaluates and makes recommendations for the purchase of equipment supplies and materials to ensure efficient and cost-effective operations.
  • Serves as the primary point of contact for reporting breakdowns and malfunctioning equipment to the Facilities Manager(s) providing detailed assessments and proposed solutions.
  • Oversee the maintenance of accurate logs maintenance records and work orders using computerized maintenance management systems (CMMS).
  • Ensures and enforces strict adherence to all trade practices and codes among the maintenance team.
  • Trains and supervises staff on the proper operation and maintenance of specialized tools and equipment emphasizing the use of appropriate PPE.
  • Applies and shares expert knowledge in interpreting blueprints and system diagrams to guide and instruct other technicians.
  • Advocates and promotes a strong culture of health and safety in the workplace through training and enforcement.
  • Models mentors and upholds District Core Values in all operations serving as an example for the entire team.

Supervisory Responsibility

  • This position manages all employees of the department and is responsible for performance management of staff.
  • Serves as a positive and engaged member of the District Management Team and manages employees for optimum productivity.
  • This role takes a proactive approach to the management of employee performance while creating and maintaining a supportive professional and open environment consistent with the Districts culture.
  • Participates in the employee selection process evaluates employees performance provides regular feedback and participates in quarterly performance alignment conversations.

  • Develops and maintains training program for staff to ensure employee development growth and engagement.

Knowledge

  • Requires knowledge of electrical systems basic control systems (SCADA PLCs) and industrial facilities. Youll also need to understand and adhere to all District and department policies and procedures including any future updates.

Skills

  • Mentors and trains staff on the proficient use of power tools diagnostic tools and specialized equipment for advanced tasks.
  • Ensures the availability and proper use of a wide range of common and specialized tools materials and equipment of the trade.
  • Acts as a primary point of contact for technical information and fosters professional communication within the team and with other departments.
  • Oversees and coordinates the inspection and maintenance of SCADA-controlled equipment and instrumentation systems including sensors flow meters and level controls.
  • Manages and directs the maintenance and calibration of equipment to ensure accurate process control and regulatory compliance.
  • Supervises and provides guidance for the fabrication or modification of parts and equipment using tools such as welders grinders and cutting torches.
  • Leads and directs the maintenance and repair of HVAC plumbing and structural systems within the treatment plants and facilities buildings.

  • Demonstrates and teaches the ability to interpret and apply information from electrical schematics and technical documents to guide the teams work.

Physical Abilities

  • This role requires significant physical agility including climbing (ladders stairs scaffolding and poles) balancing on narrow or moving surfaces and frequent bending crouching crawling reaching standing for sustained periods and walking across various terrains. Youll regularly perform pushing pulling and lifting objects from lower to higher positions. Fine motor skills are essential for fingering grasping and feeling objects with precision alongside repetitive motions of wrists hands and fingers. Effective talking and hearing are also required for clear and detailed communication.

Physical lifting Requirements

  • 20% Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
  • 50% Light work. Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time the job is rated for light work.
  • 15% Medium work. Exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
  • 10% Heavy work. Exerting up to 100 pounds of force occasionally and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects.
  • 5% Very heavy work. Exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently and/or in excess of 20 pounds of force constantly to move objects.

The visual acuity requirements include color depth perception and field vision.

  • Visual Acuity: Requires strong visual acuity for tasks such as preparing and analyzing data extensive reading viewing computer terminals inspecting small parts or defects using measurement devices and assembling components. It also includes operating machinery (e.g. lathes drills saws) and performing skilled trades work where the task is within arms reach.

The conditions the worker will be subject to in this position.

  • This role involves working in diverse environmental conditions including indoors and outdoors with potential exposure to extreme cold (below 32F) or heat (above 100F) factoring in wind and humidity. Youll encounter noise requiring shouting to be heard and vibration from oscillating movements. Work involves various hazards such as moving machinery vehicles electrical currents elevated work (e.g. roofs lifts) high heat or chemicals. Expect exposure to atmospheric conditions impacting the respiratory system or skin (fumes dust gases poor ventilation) and working in tight confined spaces that may cause claustrophobia including narrow aisles or passageways.

Qualifications

Required Qualifications (Note: Any acceptable combination of education training and experience that provides the above knowledge abilities and skills may be substituted.)

Required Education/Certifications Required

  • High school diploma or GED
  • Must have and maintain a valid Colorado class R drivers license.

Preferred Education and Experience

  • Five (5) years of progressive experience in an electrical or related field with demonstrated leadership in project management and technical troubleshooting.
  • Five (5) years of experience in a supervisory or senior-level role within an industrial setting.
  • Technical training or certifications in mechanical electrical or instrumentation trades is highly desirable.

Position Type/Expected Hours of Work

  • Regular organizational business hours are Monday-Friday 8:00 am to 5:00 pm. Actual work schedule can be flexible to balance organizational and personal needs outside of the normal business schedule. Work is subject to recurring deadlines and interruptions.
  • Work varying shifts and schedules including on-call as needed and required by supervisor.

Special Requirements

  • May be exposed to hazardous chemicals treated and untreated water and wastewater.
  • Adapt to unique and changing situations.

Physical Demands

  • This role may require significant physical exertion including heavy lifting reaching stooping bending crawling crouching and climbing on rough terrain at job sites and construction zones. Expect exposure to dust varied weather equipment noise and occasional hazards. Youll stand or walk for extended periods lift up to 20 pounds climb stairs and use dexterity for tools/keyboards. Normal or aided vision hearing and speech are essential with potential emergency call-backs and required professional interaction.

Unusual Demands

  • It is subject to reoccurring deadlines and interruptions hazards and unpleasant conditions. It is subject to working unusual hours weekends holidays and inclement weather.
