Job Summary

Performs complex mid-level work. Work involves operating vacuum and hydro excavation truck throughout the course of a job using high-pressure water and vacuum systems for excavation including Potholing trenching tunneling locating utility lines subsurface utility engineering and cleaning tanks. Supervise a crew and participate in troubleshooting diagnosing repairing and maintaining all aspects of the water distribution and wastewater collection systems in a safe effective and efficient manner to ensure public health and safety while maintaining compliance with the Texas Commission on Environmental Quality (TCEQ) rules and regulations. This includes water and wastewater mains services pumps valves manholes lift stations meter reading and related infrastructure. Crew Leader must be available to work overtime and be Primary on Call as assigned by supervisor and may act on behalf of the Public Works Superintendent in his absence. Works under limited supervision with limited latitude for the use of initiative and independent judgement.

Essential Duties & Required Qualifications

    • Work schedule is Monday Thursday 6:30 am to 4:00 pm and Friday 6:30 am to 10:30 am. Work schedule is subject to change.
    • Evaluates daily work assignments and coordinates as necessary for timely completion of projects.
    • Prepares and maintains schedules for maintenance and repair of equipment.

    • Operates and properly maintains vacuum and hydro excavation trucks throughout the course of the job.
    • Operates hydro excavation truck to perform potholing tunneling locating utility lines subsurface utility engineering and cleaning tanks.
    • Operates the on-board hydro-vacuum system outside the truck performing non-destructive excavation around sensitive underground piping and cables. This is 70% or more of the jobs work time.
    • Performs hydrovac work which consists of tank entry cleaning and vacuuming mobilization of equipment truck maintenance safety meetings etc.
    • Drives and operates equipment in a safe and professional manner.
    • Properly documents all company and Customer documentation/paperwork as required by law and or established policy in a clear and legible manner.
    • Maintains the equipment clean inside and out.
    • Responsible for following city policies.
    • Follow local and federal DOT Regulations while operating machinery and vehicles.
    • Maintains good communication with other employees and customers.
    • Effectively and professionally communicate with on-sight customer representatives to locate the least intrusive and safest place to park city equipment while on job site.
    • Troubleshoots and as the need arises minor repairs to equipment are performed.
    • Subject to after-hours call out for emergency situations including on-call rotation and special events.
    • Performs other duties as assigned.
  • Required Education and Experience
    • High School diploma or is equivalent.
    • Minimum of two years related work experience in construction or water or wastewater utility operations field.
  • Required Certificates and Licenses
    • A valid Texas Class A Commercial Drivers License at time of hire or from any U.S. State. (Approximately 70% driving time spent in a company vehicle).
    • Possess a TCEQ Class C Water Distribution License or must obtain one within 1 year of hire date.
    • Must have a basic first aid certificate or must obtain one within 1 year of hire date.
  • Preferred Qualifications
    • Two years driving experience with CDL Class A.
    • Three years related work in construction or water or wastewater utility operations field.
    • Experience operating a vacuum and hydro excavation truck.KC1
    • Experience using a high-pressure water and vacuum systems for excavation.
    • One year or more of supervisory experience.

Knowledge Skills & Abilities

    • Must be able to manage water pressure in excess of 3000 psi.
    • Must be able to lead and direct subordinate personnel to perform duties/tasks in a safe timely and efficient manner.

    • Must be able to maintain appropriate licenses and certificates.
    • Ability to communicate effectively both verbally and in writing.
    • Ability to follow detailed verbal and written instructions.
    • Ability to read and interpret documents such as safety rules operating and maintenance instructions and procedure manuals.
    • Ability to communicate with other employees and the public in a courteous and diplomatic manner.
    • Ability to work hours other than the regular daytime schedule such as shift work on call or emergency response situations (i.e. early mornings afternoons evenings late-nights shifts weekends).
    • Skill in handling multiple tasks and prioritizing.
    • Skill in operating assigned equipment tools and vehicles safely.
    • Workers must be able to follow safety procedures and use safety equipment to ensure personal public and personnel safety.
    • Must be able to wear city provided uniform and city issued personal protective equipment steel-toed leather boots gloves eye protection head protection safety vest and ear protection.
    • Must be able to Possess knowledge of the Texas Motor Vehicle code relating to operation of light and heavy motorized equipment and traffic control in construction zone procedures.
    • Ability to operate heavy (vehicular) construction equipment such as dump truck bucket lift truck trenchers ventilating equipment hydraulic equipment hand and electric tools jackhammer sewer rodding machines tapping machines air compressor pumps signs and traffic signals mowers clippers sandblasters jet cleaners motor grader backhoe chainsaw shovel two-way radio telephone computer measuring devices meters (pH Dissolved O2 Chlorine).

    While performing the duties of this job the employee is regularly required to stand; walk; sit; use hands to finger handle or feel; reach with hands and arms; climb or balance; stoop kneel crouch or crawl; talk or hear and taste or smell. The employee must occasionally lift and/or move up to 100 pounds and push pull drag up to 150 pounds.
