The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as an Accounting Supervisor 2. The Accounting Supervisor 2 under the direction of the DES Accounting Manager provides financial and accounting support to departmental management and external partners including the General Accounting Office (GAO) and the Auditor Generals Office (AGO). This role involves overseeing federal and state reports the Annual Comprehensive Financial Report (ACFR) and ensuring compliance with relevant policies and regulations.

This position may be available for remote work within Arizona (one to two days a week in the office/hoteling or based on business need).

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Provides comprehensive financial and accounting expertise to DES management and to external partners such as the General Accounting Office (GAO ) and the Auditor Generals Office (AGO).
  • Supports the Accounting Administration and DES program partners with the Department critical deliverables for the Annual Comprehensive Financial Report (ACFR) Schedule of Expenditure of Federal Awards (SEFA) and Single Audit Requirements.
  • Prepares complex financial statement reports and completion of high-level analyses within established guidelines.
  • Interprets the State of Arizona Accounting Manual (SAAM) policies and procedures Governmental Accounting Standards Board (GASB) pronouncements and Monthly Financial Review (MFR).
  • Directs and assigns a variety of accounting tasks as necessary for the completion of work for the Accounting Administration.
Knowledge Skills & Abilities (KSAs):

Knowledge of:

  • Generally Accepted Accounting Principles (GAAP).
  • Extensive knowledge in Federal State and local laws codes and regulations regarding the ACFR SEFA and the Single Audit Requirements.
  • Best practices in accounting trends through reading research and participation in seminars and other educational opportunities.
  • Requirements characteristics and cultural environment required for teams to operate effectively.

Skills in:

  • Effective oral and written communication skills including editing for content style and grammar. A collaborative work style characterized by integrity flexibility and a strong service mentality.
  • Advanced techniques are necessary for maintaining accounting records using automated accounting systems including computer software like spreadsheets word processing and presentation applications.
  • Project management involves identifying problems and recommending solutions in a clear concise and proactive manner. Plan implement and monitor CAFR deliverables effectively and succinctly. Develop and recommend revisions to governing policies and procedures.
  • Engage in decision-making strategic planning and internal consulting. Demonstrate excellence in managing the Annual ComprehensiveFinancial Report (ACFR) and financial reports as well as maintaining relationships with various agencies.
  • Establish and maintain effective working relationships with managers and all stakeholders. Collaborate closely with program partners to ensure that financial schedules are completed on time and in accordance with the ACFR the Schedule of Expenditures of Federal Awards (SEFA) and the Single Audit Requirements.

Ability to:

  • Demonstrate commitment to the social sector with a passion for DES Mission.
  • Participate in decision-making strategic planning and internal consulting Demonstrate excellence in managing the ACFR and financial reports and the agencies relationships.
  • Plan implement and monitor CAFR deliverables in a workable and concise manner.
Selective Preference(s):

The ideal candidate for this position will have:

  • BA in Accounting or closely related field and one year of accounting experience closely related field.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
