Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

To develop a cost estimating plan for projects/programs and support the facilitation of estimating activities across assigned projects. This role will ensure the estimates prepared are of robust quality and consistent across all the projects and programs. You will be accountable and provide insights based on estimate outcomes to ensure that the project or program is delivered on budget and on time. Provide on the job training and required technical guidance to estimating team members. This role will play an active role in the continuous improvement of the estimating function and support the Project Delivery Teams Sponsors and other internal stakeholders in ensuring that all program team members comply with the Cost Estimate Plan Processes and Guidelines satisfying the requirements for the assigned scope of work. The Estimating Lead will have an active role in the continuous improvement of the estimating function.

What will I be doing
  • Reporting to Senior Manager Estimating and responsible for the delivery of estimates across the assigned project(s) or program.
  • Prepare estimates to support projects with different procurement models including Design Bid Build (DBB) Design Build (DB) P3 Progressive Design Build (PDB) Alliance and others.
  • Review and prepare project estimates for the entire life cycle of the project for some of the complex projects like OnCorr Ontario Line and other large and complex projects. Including estimates for design changes and variations during construction
  • Co-ordinating with project delivery risk scheduling and cost management teams to provide inputs and review of estimates.
  • Once the estimates are prepared prepare presentation to management via joint review sessions with required management team members.
  • Provide guidance to multiple teams on various class of estimates based on AACEI and internal Metrolinx estimating process.
  • Provide guidance to various consultants on estimating process and review estimates provided by consultants on various Subway and GO expansion projects.
  • Responsible to Coordinate with the external peer reviewers to ensure they adhere to all the timelines and deliverables. Works with the peer reviewers to ensure they adhere to the deliverables and reports to the Senior Manager for any non-compliance so that this issue could be fixed or follow up actions could be taken.
  • As directed by the Sr Manager provide support in the development and reporting of KPIs established.
  • Creates an environment of continuous improvement opens channels of communication that invite suggestions and innovative thinking and proactively seeks best practices providing top quality of services to various project teams and other stakeholders.
  • Develop and maintain an environment of positive collaboration through strong working relationships and linkages between business units and departments and between Metrolinx and others.
What Skills and Qualifications Do I Need
  • Degree in a relevant field (e.g. Engineering Quantity Surveying) or a combination of education training and experience deemed equivalent
  • Demonstrated experience in a progressively advancing roles preferably in a civil infrastructure construction project environment or combination of experience and education deemed equivalent
  • Experience implementing or supporting estimating function within construction project environment preferably in Infrastructure Projects. Experience working at Metrolinx TTC or other large transit agencies preferred.
  • Knowledge and experience using industry standard estimating software
  • Demonstrable Skilled experience in estimating.
  • Expert knowledge of the broader project controls theory principles and practice.
  • Articulate with practiced presentation attention to detail excellent verbal written presentation and communication skills.
  • Expert knowledge and experience of successfully managing competing objectives of internal and external stakeholders.
  • Analytical and problem-solving skills to analyze problems detect root causes and propose solutions
  • Expert in addressing and engaging project delivery teams one-on-one and in a workshop environment.
  • MS Office skills: Excel Word PowerPoint.
  • Certifications or Designations Preferable Professional Quantity Surveyor (PQS) from Canadian Institute of Quantity Surveyors (CIQS) or Member from Association for Advancement of Cost Engineering International (AACEi) or equivalent
