The City of Richmond Office of the City Auditor is seeking a highly qualified candidate to fill the position of Audit Manager. The Audit Manager is a senior-level professional management position responsible for providing leadership and oversight across the City Auditors audit portfolio. This role involves supervising professional auditors engaged in performance compliance financial and investigative audits to ensure City programs and operations are efficient effective and compliant with applicable laws regulations and internal policies.

The Audit Manager exercises significant independent judgment in planning managing and reviewing complex audit projects. This includes reviewing scopes methodologies working papers and reports to ensure compliance with Generally Accepted Government Auditing Standards (GAGAS) and office procedures. The Audit Manager also plays a key role in developing the annual audit plan advising executive leadership and contributing to continuous improvement of the audit function.

This classification is distinguished from the Lead Auditor by the broader scope of oversight the complexity and sensitivity of assignments managed the independence of decision-making and the strategic responsibility for ensuring audit coverage aligns with organizational risk and accountability objectives.


Duties include but are not limited to

  • Oversee a portfolio of complex audit review and investigative engagements from planning through reporting ensuring work is completed in accordance with GAGAS and internal quality standards.
  • Supervise coach and evaluate the performance of Lead and Senior Auditors; promote technical growth quality improvement and professional development across the team.
  • Review and approve audit scopes programs workpapers and reports to ensure accuracy clarity and compliance with professional standards and office policies.
  • Lead or assist in the development and maintenance of the citywide risk assessment and the annual audit plan ensuring coverage of high-risk or high-impact areas.
  • Allocate resources and monitor audit progress timelines and capacity across concurrent projects; reassign staff as needed to meet priorities.
  • Provide regular management updates on audit progress staffing needs and project risks.
  • Conduct or oversee audits and special studies involving complex sensitive or technical issues.
  • Evaluate the efficiency effectiveness and cost-benefit of operational and administrative processes and internal control systems.
  • Apply advanced analytical and problem-solving techniques to identify systemic issues and develop actionable recommendations.
  • Participate in the recruitment selection and onboarding of new audit staff; contribute to workforce planning and talent development.
  • Serve as a liaison to departments executive leadership and external stakeholders; present audit results and recommendations clearly and diplomatically.
  • Contribute to the development refinement and implementation of audit methodologies tools and internal procedures.
  • Promote ethical conduct confidentiality and accountability throughout all audit activities and team operations.

Qualifications Special Certifications and Licenses

KNOWLEDGE SKILLS AND ABILITIES:

Knowledge of:

  • Generally Accepted Government Auditing Standards (GAGAS)
  • Internal control frameworks (e.g. GAO Green Book COSO)
  • Audit planning quality assurance and risk-based methodologies
  • Government operations financial management procurement grants and regulatory compliance
  • Management principles and supervisory practices
  • Fraud risk indicators prevention and detection techniques
  • Professional ethics and public accountability standards in government auditing

Skills in:

  • Leading supervising and mentoring audit professionals at various levels.
  • Managing multiple projects and staff across complex or concurrent engagements.
  • Reviewing audit work for compliance with professional standards and internal policies.
  • Using audit management software and data analytics tools to drive insight and efficiency.
  • Communicating clearly and professionally with all levels of staff and leadership.
  • Analyzing large datasets to identify trends anomalies and risk areas.
  • Facilitating training feedback and professional development of audit staff.
  • Writing and editing high-quality audit reports and communications for executive audiences.

  • Represent the Office of the City Auditor with credibility and professionalism.

Minimum Experience:

  • At least seven (7) years of progressively responsible professional auditing experience including demonstrated experience managing audits conducted in accordance with GAGAS GAAS IIA standards or other recognized professional auditing standards and at least two (2) years of supervisory experience overseeing audit staff.


Preferred Experience:

  • Ten (10) or more years of professional auditing experience with substantial experience leading or managing GAGAS-compliant government audits.
  • Demonstrated experience in quality assurance team leadership risk-based audit planning and report review.
  • Experience using data analytics tools (e.g. Excel Power BI ACL IDEA) to support audit execution and insight.
  • Experience identifying assessing and responding to fraud risks in a public sector environment
  • Experience working directly with senior leadership elected officials or oversight bodies.


Licenses or Certifications

  • Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) designation is strongly preferred. Other relevant certifications (Certified Information Systems Auditor Certified Government Auditing Professional Certified Fraud Examiner) may be considered based on demonstrated experience managing audits in accordance with professional auditing standards.
