Job Summary
Position Description:
We are seeking a seasonedProgram Managerto lead astrategic NDA-bound initiativewithin theChief Data Office (CDO)of a leading telecom organization. This role is critical to the execution of a confidential program involving sensitive data assets advanced network intelligence and regulatory compliance. The ideal candidate will possess deep program management expertise telecom industry experience and a proven ability to operate within high-trust data centric environment.
This role can be performed in Plano TX or Atlanta GA.
Your future duties and responsibilities:
Program Leadership & Execution
. Lead the planning execution and delivery of a classified data-centric program aligned with telecom executive business and regulatory priorities.
. Manage program scope timelines budgets and deliverables across multiple internal and external stakeholders.
. Ensure integration of Program and data strategy with network operations customer analytics and emerging technologies (e.g. 5G edge computing AI/ML).
Stakeholder Engagement
. Act as the primary point of contact for executive sponsors technical teams and external partners under strict NDA protocols.
. Facilitate cross-functional collaboration across data engineering cybersecurity legal and compliance teams.
Data Governance & Compliance
. Oversee data governance practices specific to the CDO Organization including lawful intercept customer data privacy and FCC/ITU compliance.
. Ensure secure handling of sensitive data assets including subscriber metadata network telemetry and operational intelligence.
Risk & Issue Management
. Identify and mitigate risks related to data exposure regulatory non-compliance and operational dependencies.
. Maintain contingency plans and escalation protocols for high-impact issues.
Performance & Reporting
. Define and track KPIs related to data quality program milestones and business impact.
. Deliver executive-level reporting tailored to confidential program requirements and regulatory oversight.
Required qualifications to be successful in this role:
Education & Experience
. Bachelors or Masters degree in Telecommunications Data Management Information Systems or related field.
. 8 years of program/project management experience with at least 3 years in telecom or network-centric environments.
. Experience managing NDA-bound or classified programs is strongly preferred.
Skills & Competencies
. Understanding of telecom data ecosystems including OSS/BSS network analytics and customer data platforms.
. Strong leadership communication and stakeholder management skills.
. Familiarity with telecom regulatory frameworks (e.g. FCC GDPR CPNI).
. PMP PgMP or equivalent certification preferred.
. Experience with Agile SAFe or hybrid delivery models.

The determination of this range includes various factors not limited to skill set level experience relevant training and licensure and certifications. To support the ability to reward for merit-based performance CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $61900.00 - $137100.00.
