Reporting to the Manager of Contracts and Procurement the Strategic Sourcing Coordinator supports the delivery of a comprehensive integrated supply chain service for the IWK Health Centre (IWK) ensuring an alignment between strategic and operational planning and excellence in client relations. This role is responsible to organize and synchronize the activities of various procurement functions within IWK. The Strategic Sourcing Coordinator will develop strategies to resolve issues in a timely manner while dealing with a variety of enquiries from department stakeholders. This position will be dealing with multi-site multi-disciplinary provincially or regionally focused procurement protocols and effectively manage multiple overlapping short and long-term priorities without losing sight of day to day operational needs.
This role is responsible for procurement contracts oversight from creation to amendments as applicable for both clinical and non-clinical commodities. The Strategic Sourcing Coordinator will facilitate the public tendering process as the Procurement Lead with the Internal Services Department (ISD) Province of Nova Scotia and the internal stakeholders. The Strategic Sourcing Coordinator is also responsible for providing procurement quality control reviewing and auditing of contract files. Specific Accountabilities include but are not limited to:
Preparing and executing complex types of bid documents including Supply Arrangements (SAs) Requests for Standing Offers (RFSOs) and Requests for Proposals (RFPs).
Responsible for coordination of all Capital Equipment purchases for the Health Centre
Leading multiple strategic sourcing initiatives across the IWK driving cost savings and process efficiencies
Negotiating contracts in conjunction with internal and external clients and vendors
75 hours biweekly Monday Friday
Undergraduate degree in a related field is required (Bachelors Degree in Commerce or Business preferred). A combination of equivalent education and experience may be considered.
Minimum three (3) years experience clinical procurement or five (5) years of procurement experience is required
Experience with procurement process is required
Demonstrated experience working with the SAP system or other equivalent ERP systems.
Working knowledge of Microsoft Office specifically Excel (testing may be conducted on candidates)
Demonstrates current knowledge of relevant trade agreements and policies that are defined under the Nova Scotia government procurement guidelines (testing may be conducted on candidates)
Experience in procuring clinical commodities is an asset
Experience in procuring commodities for large scale projects is an asset
Recognized Professional Supply Chain Designation (CPP/SCMP or ) Project management professional (PMP) certification and LEAN certification is an asset
Change management certification is an asset
Experience working in healthcare environments an asset
Contract management is an asset
Demonstrated ability to meet deadlines and achieve results
Strong management problem identification and resolution skills
Possesses excellent communication and interpersonal skills
Ability to manage multiple priorities and strict deadlines
The ability to negotiate with vendors and other significant parties is required
