TheRent Stabilization and Eviction Prevention Divisionof the Housing Departmentis responsible forimplementation oftheApartment Rent Ordinance Tenant Protection OrdinanceEllis Act Ordinance andMobilehomeRent Ordinanceprogramsandperforms other workrelated to the Eviction PreventionProgram.

Position Duties

The Housing Department is currently seeking to fill three (3) full-time Analyst I/II vacancies in the Rent Stabilization Program.


The salary ranges for this classification are:

  • Analyst I: $92994.72 $113022.00

  • AnalystII:$101468.64 $123330.48


The salary ranges include an approximate five percent (5%) ongoing non-pensionable compensation. The actual salary shall bedeterminedby the final candidates qualifications and experience.


The Housing Department is recruiting for an Analyst position in the Rent Stabilization Program. The Rent Stabilization Program provides mediation and hearing services to landlords and tenants in rent-stabilized apartments oversees rent controlledmobilehomesand provides education information and referrals for both rent stabilized and non-rent stabilized rental units in San José. Under the direction of a Senior Analyst the positionis responsible forproviding information andassistanceto the public and staff on many aspects of rent stabilization and rental housing laws regulations and procedures. The position may prepare petitions from the public in preparation for hearings under the Citys rent stabilization and related ordinances answer public inquiries to the Rent Stabilization Program track and analyze data and outcomes as well as perform other complex tasksin the administration of housing programs. This position willassistin outreach and education functions and mayassisttenants and landlords in accessing eviction prevention resources including emergency rentalassistanceand legal services. This position mayassistwith providing information on theMobilehomeRent Ordinance and referrals tomobilehomeresidents and park owners. The position may collect documents and assess eligibility of tenants and landlords for an eviction diversion program. The incumbent will be expected to make public presentations interact with tenants property owners and their representatives and must be able to communicate effectively both orally and in writing with persons from diverse socialculturaland economic backgrounds.

Duties of the positions may include:

  • Responding to inquiries from the publicregardingApartment Rent Ordinance Tenant Protection OrdinanceMobilehomeRents Ordinance and related rules regulations and policies and making referrals to other agencies asappropriate.

  • Processing and preparing petitions from landlords and tenant for mediations and/or hearings.Assistingpetitioners and respondents in developing all information needed without bias.

  • Facilitate the resolution of petitions where possible through voluntary agreements between the parties that are consistent with the Citys housing ordinances andpolicies;

  • Tracking and reporting outcomes of petitions.

  • Utilize automated data processing applications including spreadsheets and databases to analyze and present information.

  • Assistlandlords inmaintainingcompliance with Apartment Rent Ordinance Tenant Protection Ordinance Rent Registry and other Housing and City ordinances and requirements asappropriate;

  • Analyzing rent and other data to ensure compliance with City ordinances.

  • Manage relationships and contracts with contract employees providing mediation and hearing services for the Rent Stabilization Program.

  • Working with developers contractors and across departments to ensure compliance with Ellis Act and other tenant displacement ordinances

  • Assistingwith and conducting outreach to San Josés diverse communities to educate landlords and tenants about their rights and responsibilities

  • Participating with groups in analyzing and evaluating community conditions and needs; offer guidance and counsel in the establishment of goals and techniques of achievement.

  • Obtain data and other information from operating departments through use of questionnaires personal visits and otherwise asindicated; assemble array process and analyze data; prepare studies and reports asindicated; and propose or suggestappropriate actionto supervisor.

  • Developing solutions to administrative problems by gathering and analyzing facts about program compliance processesproceduresand workload; evaluating and preparing recommendations in response to departmental requests for program changes; and supporting the installation of improved systems ororganization;

  • Monitoring program budget; preparing revenue estimates; preparing and monitoring grants contracts and other financial transactions.

  • Preparing and revising policy and procedures manuals and instructional materials for public and internal use.

  • Attending internal and public meetings as. May beto present information through speaking in public forums on City housing and other programs.

  • Drafting memoranda and coordinating with team members to prepare regular reports. May supervise and give direction to clerical support staff and/or student interns.

  • Providing translation services as needed for Department staff.

  • Work evenings and/or weekends as needed

  • Performing related work as required or assigned


The ideal candidate will have strong writing and communication skills experience with general management/administrative analytic work and providing information to the public that has involved the interpretation and applications of laws rules and regulations. Familiarity with rent control eviction process and/or issuesregardinghousing is highly desirable. Fluency in a foreign language such as Spanish Vietnamese Cantonese Mandarin or Tagalog is highly desirable.

Minimum Qualifications

Education and Experience:

  • Analyst I: ABachelors Degreefrom an accredited college or university.

  • Analyst II: A Bachelors Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies organizing and analyzing data and preparing reports recommendations or conclusions for a functional area in budget finance grant administration organizational analysis general administration or human resources.

Acceptable Substitution:Additionalyears of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget finance grant administration organizational analysis generaladministrationor human resources may be substituted for the education requirement on a year for year basis.
