What Youll Do
The Performance Improvement (PI) team within the Contractor Assurance organization sponsors deployment of theContinuous Improvement (CI) Program provides skilled continuous improvement facilitation analyzes high-risk systems and provides data analytics and visualization. The CI program provides the framework and processes to drive an enduring self-sustaining culture where all members of the workforce are engaged and empowered to continually solve problems and improve work processes.
ESSENTIAL RESPONSIBILITIES
- Strengthen and sustain continuous improvement culture at Y-12 while achieving long-term safe secure and efficient site mission performance.
- Provide strategic direction on project selection resource prioritization facilitation and follow through to ensure that results are achieved documented and celebrated.
- Provide vision and tactical direction to strengthen Y-12 data analytics in support of the Contractor Assurance System. This includes tools and technique to understand what has happened (descriptive analytics) why it happened (diagnostic analytics) and what may happen (predictive analytics).
- Oversee continuous improvement and data analytics training for PI staff and the Y-12 workforce.
- Oversee Y-12 continuous improvement recognition.
- Establish/maintain key performance improvement metrics.
- Provide routine high-quality qualitative and quantitative reporting on performance improvement projects and programs.
- Ensure PI sustains a highly skilled and motivated staff that is customer and mission focused.
- Manage all personnel matters associated with direct reports and within PI team including interviewing hiring training developing evaluating performance coaching counseling rewarding and disciplining employees as appropriate.
- Develop standard CI policies/procedures/work controls that support efficient and effective mission delivery.
- Develop and review budgets proposals cost estimates schedules and related documents to meet customer and organizational needs.
- Anticipate and exceed customer expectations by solving problems quickly and effectively.
- Solicit routine feedback and promote continuous improvement for Performance Improvement products and services.
- Adhere to all safety/health rules and regulations; comply/follow all procedures within the company security and ethics policies.

Minimum Job Requirements
- Bachelors degree in Engineering Chemistry Computer Science Mathematics or Physics: Minimum 12 years of relevant experience.
- Minimum 5 years of management experience.
- Must have extensive continuous improvement leadership experience.
- Must understand the fundamentals of Lean Manufacturing Six Sigma Data Analytics and Andragogy.
- Requires proven skills in systems thinking strategic to tactical planning organization general and contract-specific compliance personnel management budget management and change management.
- Must be computer literate and have good working knowledge of software tools that support data analytics statistical testing and project management.
- Requires excellent verbal communication skills including the ability to make clear and convincing oral presentations to individuals groups and executives.
- Requires excellent written communication skills including the ability to express facts and ideas in writing in a clear convincing and organized manner.
Preferred Job Requirements
- Lean Six Sigma Black Belt certification by recognized organizations in the industry (e.g. ASQ Gemba Academy higher education institution CNS or parent company).
- Project and facilitation experience in a heavily matrixed environment.
- Experience leading change in heavily regulated environment.
