The Department of Military and Veterans Affairs (DMVA) Division of Alaska Army Nation Guard (AKARNG) Environmental Section is recruiting for an
Water Resources Program Manager!
This position is in the General Government (GGU) bargaining unit at a range 18.

What You Will Be Doing:
TheWater Resources Program Manager position offers a unique opportunity to deepen your knowledge of environmental compliance and conservation while supporting the Alaska Army National Guard (AKARNG). As the subject matter expert for water resources youll lead major programs and projects overseeing planning design documentation contract management and file organization. Working within the environmental compliance branch and collaborating with the DMVA Facilities Management Office and AKARNG operations this role combines technical expertise with strategic planning making it ideal for professionals passionate about environmental stewardship and resource management in a dynamic mission-focused environment.

Our Mission and Our Culture:
Our sections primary mission is to provide environmental oversight and management for the 18 AKARNG locations statewide. We accomplish this through staff training soldier engagement compliance site visits and providing timely and accurate regulatory guidance.   • Environmental Engineering: Knowledge of the concepts principles theories and methods to protect and improve the quality of the environment and its resources; and to monitor control abate and prevent pollutants.
  • Technical Expertise: Effectively applies technical knowledge to solve a range of problems; develops technical solutions to new or highly complex problems that cannot be solved using existing methods or approaches; is sought out as an expert to provide advice or solutions in the technical area.
  • Program Oversight: Plans coordinates and monitors programs to ensure that federal state and/or local government program requirements and plans are met providing professional consultation on the specialized services of the program or associated project(s).
  • Analytical Thinking/Problem Solving: uses a logical systematic sequential approach to address problems or opportunities or manage a situation by drawing on ones knowledge and experience base and calling on other references and resources as necessary.
  • Incident Management: Knowledge of the tactics technologies principles and processes to protect analyze prioritize and handle incidents

The successful applicants must pass a federal background check in order to qualify for military base access which is required with this positions work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License proof of vehicle insurance and a valid State of Alaska vehicle registration.

State employees are guests on Joint Base Elmendorf-Richardson; clearance and access are not within the States control.

Special Note:In addition in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process a background check investigation including a criminal records check will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with the following competencies

Equivalent to those typically gained by:

A bachelors degree from an accredited college in an environmental physical biological or natural science; engineering; planning; or natural resources.
AND
Professional experience developing knowledge and skills in environmental regulations pollution control environmental damage recovery or programs to improve or protect environmental quality; or learning to evaluate the potential environmental and socio-economic impacts of construction projects; prepare environmental documentation; and determine negotiate and monitor permitted activities.

Required Documents due at the time of interview:
  • If you are a current of former State of Alaska employee provide your last two (2) performance evaluations or if you have never been employed with the State please provide three (3) professional letters of recommendation if evaluations are unavailable.

Additional Requirements:
May travel to remote areas of the state to support the Departments missions. DMVA is housed on the Joint Base Elmendorf-Richardson military base; incumbent must be able to pass security check to access this federal military installation and for acquisition of CAC card. Continued employment is contingent upon successful award of CAC card and continued eligibility to possess it.
