Job Description

Job Title: Senior Capture and Contracts Manager

Location: Hybrid/Remote

Citizenship: U.S. Citizen

FLSA Status:Exempt

Security Clearance: Secret Security Clearance or higher preferred

Salary Range: Annual compensation range between $150K to $175k. You will receive a competitive total rewards package that is applicable to the U.S. only. The salary range may vary based on experience skillset and geographical location.

The Senior Capture and Contracts Manager is responsible for leading capture activities to secure new business opportunities while managing the full lifecycle of government contracts. This hybrid role combines strategic capture management proposal development and contractual oversight to drive organizational growth while ensuring compliance risk mitigation and contractual performance. The individual will collaborate closely with executive leadership program managers legal and business development teams to align capture strategies with company objectives and safeguard the organizations contractual interests.

This position requires extensive experience working with the U.S. Coast Guard Department of Defense (DoD) and the General Services Administration (GSA) with a deep understanding of their acquisition processes contracting vehicles and mission priorities.

Qualifications and Education Requirements:

  • Bachelors degree in Business Administration Contracts Management Government Procurement or related field (Masters preferred).
  • 7 years of progressive experience in capture management business development and/or contract administration.
  • Demonstrated success leading capture and managing contracts with the U.S. Coast Guard Department of Defense (DoD) and General Services Administration (GSA).
  • Comprehensive knowledge of federal procurement processes and regulations (FAR DFARS GSAR).
  • Proven track record of leading successful capture efforts and managing complex high-value contracts.
  • Exceptional negotiation communication and interpersonal abilities.
  • Capacity to develop and implement strategic capture and contract management plans tailored to federal clients.
  • Advanced analytical problem-solving and decision-making skills.
  • Proficiency with contract management systems CRM tools and MS Office Suite.
  • Ability to thrive in a fast-paced deadline-driven environment.
  • Must be a U.S. Citizen must be able to obtain and maintain a security clearance.

Duties:

  • Lead capture efforts for targeted opportunities with the U.S. Coast Guard DoD GSA and other federal agencies.
  • Conduct market analysis competitor assessments and customer engagement to inform win strategies.
  • Oversee the development of compliant compelling and cost-effective proposals in coordination with proposal teams.
  • Manage negotiation review and administration of government contracts and subcontracts throughout their lifecycle.
  • Provide strategic guidance on risk identification mitigation and negotiation strategies for high-value and complex contracts.
  • Ensure compliance with FAR DFARS GSA schedules and agency-specific regulations and policies.
  • Develop and maintain productive relationships with government clients contracting officers and industry partners.
  • Monitor contract performance and collaborate with program teams to ensure deliverables meet quality schedule and cost requirements.
  • Prepare reports forecasts and executive-level briefings on capture and contract activities.
  • Mentor and guide junior staff in capture and contract management best practices.

Work Location

Shall perform all functional and technical tasks remotely hybrid work environment with occasional travel for client engagement industry events contract negotiations or at AttainX facility.
