JOB SUMMARY:
Under general direction of the City Administrator coordinates the operation function and activities of the Development Services Department and performs related duties as required.
ESSENTIAL JOB FUNCTIONS:
- Supervises the operation of the Development Services Department which includes Code Enforcement health and building inspections and facilitates engineering functions.
- Oversees the processing and review of development applications submitted to the City; ensures result is a thorough comprehensive project analysis that is consistent with all City codes and ordinances.
- Evaluates and reviews site plans rezoning requests variance requests plats building inspection reports drainage streets and other development applications and other proposals for compliance with ordinances regulations and plans.
- Coordinates the review process for all proposed private and public development activities in the City. Overseeing the building plan check building inspection and ensures compliance with appropriate laws ordinances and regulations.
- Responds to department requests for information; answers questions and responds to inquiries from the development community and the general public with regard to planning and development regulations and ordinances.
- Responsible for preparing the items for presentation/submittal to the Board of Adjustment and the Planning & Zoning Commission.
- Prepares and presents the technical review of development proposals including site plans subdivision plats and zoning cases to the Planning & Zoning Commission Board of Adjustment and City Council.
- Organizes pre-development meetings with developers contractors architects engineers business owners and Helotes Economic Development regarding plan submittal and development process requirements.
- Maintains updates implements and interprets the citys Comprehensive Plan zoning ordinances subdivision ordinances and related City codes ordinances and policies affecting and/or related to planning and land use issues.
- Performs field inspections/visits as necessary to help resolve issues.
- May be required to assist in other duties as assigned.
KNOWLEDGE SKILLS & ABILITIES:
- Knowledge of building permits construction documents professional practices codes ordinances engineering reports legal documents.
- Abilities:
- Read and understand residential and commercial plans and specifications determine square footage height and area setbacks and occupancy requirements and loads.
- Compose written correspondence reports and permit forms.
- Communicate effectively both verbally and in writing with the public and other professionals.
- Work cooperatively with other City departments customers and a wide variety of community organizations.
- Knowledge of principles practices and theories of zoning building permitting contractual regulations economic development building construction urban design and planning and the land development processes.
EDUCATION & EXPERIENCE:
- Bachelors degree in city planning urban planning construction management public/business administration or other closely-related field from an accredited college or university and two years of progressively responsible experience in planning or other development related fields; or equivalent combination of education and experience.
CERTIFICATES & LICENSES:
- Must possess and maintain a valid Class C Texas Drivers License.
PHYSICAL REQUIREMENTS:
- May be required to carry hold lift push and pull a minimum of 25 lbs.
- Primary functions require sufficient physical ability and mobility to work in an office setting; to stand and sit for prolonged periods of time; to occasionally stoop bend kneel crouch reach and twist.
- Required to inspect proposed development and construction sites where hazardous conditions may exist.
- During field work may be exposed to weather extremes brief periods of loud noise from machinery hydrocarbons acids asphalt and untreated water and wastewater.
WORK ENVIRONMENT:
- Most work is performed primarily in a standard office environment with some travel to different sites.
- May attend evening meetings when necessary.
- Occasionally may work in outside weather conditions.
