The Department of Adult and Juvenile Detention is looking forahighly motivated and organizedPolicy &ProcedureAdministrator(Administrator II)to join our Administrative Services Division.

In this role you willcoordinatethe policydevelopment work for the department toinclude researching and drafting new policyoverseeingpolicy and procedure reviewswith senior management and legal counsel and providingcomprehensive reporting onthe status of variousefforts.Thisrolerequirestheability tocoordinateandworkcollaboratively withateamofpeople acrossthe department as well as other stakeholderstoproactively problem-solveandimplementcleareffective and compliantpolicies and procedures.This position is critical to the departmentsmission: toprovide in-custody and community-based services that are data-informed advance safety lead system change and promoteequitableoutcomes for the people we serve.

DAJD is part of the Executive branch and includes five divisions with more than 900 budgeted employees. The departmentoperatestwo adult detention facilitiesthe King County Correctional Facility (KCCF) in Seattle and theMalengRegional Justice Center (MRJC) in Kentas well as the Juvenile Divisions secure detention at the Clark Children and Family Justice Center (CCFJC) in Seattle.

Job Duties

  • Create review reviseeditupdateandmanagewrittenpolicies procedures post orders protocols formsand guidelinedocumentsas assigned

  • Effectivelycommunicatewithoperational personnel subjectmatterexpertspeer agency partners legal advisors and leadership tocapture input andensure effective comprehensive and compliantpolicydevelopment

  • Supportdepartmentteams inidentifyingandimplementingprocess improvementsthrough the development of clear and effective policies and procedures

  • Support effectivechange management andcommunication of new or revised policies and procedures and develop and provide training asassigned

  • Support the assessment ofinternalprocessesand make recommendations onpolicyrevisions to improve business productivity and performance

  • Facilitateappropriate reviewtoensurepolicy compliance with applicable laws and regulations (PREA CJIS etc.) andprovidepolicy materials for audits and assessments

  • Research andmaintainknowledge ofindustryaccreditation standardsandevolvingbest practices in the field ofjailcorrections andpropose policy updates to better align with these standards and practices

  • Develop andutilizeeffectivetracking tools tomonitorand manage policyupdates and compliance

  • Developandmaintaineffective and efficient processesforthe departments management ofpolicy updates to include processes forreview revision concurrence approval and implementation

  • Maintain confidentiality and act with discretion when handling sensitive information

  • Presentsupportandexplainpolicies to a variety of stakeholders including labor

  • Perform other related duties as; may be assigned to special projects

Experience Qualifications Knowledge Skills

Asuccessfulcandidate willdemonstratethe followingminimum qualifications:

  • Minimum of two (2) years of direct full-time experiencein creatingimplementing communicating and training others inpolicies and procedures

  • Minimum of two (2) years of direct full-time experienceworking inalaw enforcement and/or correctionsenvironment

  • Strong communications skills both verbal and written with the ability to effectively convey complex information clearly and simply to a variety of audiences

  • Demonstratedexperience in coordinatingwork that requires input with multiple stakeholdersat various levels of an organizationwith competing priorities

  • Strong organizational skills with ability to prioritize a high-volume workload to achieve results

  • Ability to perform researchgather informationand synthesizeinformationintoclear and effectivepolicies

  • Demonstrated ability tocollaborate effectively with avariety of professionalsand approach workwith a service-mindset

  • Ability to view operations from different perspectives for the purpose of developing policies that best serve the organization

  • Demonstrated ability tomaintainconfidentialityregardingleadership level policy discussions

  • Demonstrated ability to work independently as well as in a collaborative team environment

  • Intermediate or advancedproficiencyin Microsoft Office 365Suiteandorganizingwork in aSharePoint/Teamsenvironment

  • Advancedproficiencyin Microsoft Wordto include advancedformattingand editingandassurance ofversion control


The mostcompetitivecandidateswill haveone or more ofthe followingexperiences and/or qualifications:

  • Two (2) yearsofproject management experience

  • Prior experience as a uniformed police or corrections officer

  • Demonstrated experience inapplyingcontinuous improvementmethodologies tomore effectively achieve results

  • Knowledge ofKing County policies and procedures

  • Knowledge of the King County labor environmentand the relation between policy and bargained agreements

  • Experiencerevising routingand publishingpolicies inPowerPolicyor other policymanagement applications

WHO MAY APPLY:This position is open to all qualified candidates. Internal consideration may be given to current DAJD and King County employees.

WORK SCHEDULE: This position will work a 40-hour work week and is overtime eligible (provisions of the Fair Labor Standards Act). Standard work hours are Monday through Friday 8:00 a.m. - 5:00 p.m. however may be subject to change as otherwise negotiated with the successful applicant.

WORK LOCATION: The work associated with this position will be performed onsite.

The primary onsite work location for this position is the King County Correctional Facility in downtown Seattle. However candidates must be willing and able to report to work atdifferent locationsin Seattle and Kent including offices within the secured perimeter of detention facilities with potential resident contact.

Employees mustresidein Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and when working remotely mustmaintaina workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

SPECIAL REQUIREMENTS: The person selected for this position may beto complete a thorough background investigation process including fingerprinting criminal history check and reference checks.
