WAGE: Starting at $52488 per year based on experience

Program Summary
IRCOs Workforce Development Sector provides career coaching career services and training to youth and adults so that they gain living wages and become empowered through their careers. The WorkSource Center (WSC) N/NE is part of IRCOs larger Workforce Development Sector and plays an instrumental role in providing training scholarships career services and workshops to both the communities IRCO serves and the larger Portland Metro community.


Position Summary
The WorkSource Liaison serves as a content area specialist and liaison between the WorkSource Center and key community partner organizations. The Liaison provides training and technical assistance to Career Coaches in the Aligned Partner Network (APN). The APN is comprised of 35 community-based organizations delivering workforce training and education. The Liaison facilitates the connection for Career Coaches to assist with connecting their customers to the WorkSource system and services. This position supports the regional workforce development system in meetings and in the broader community.


Essential Functions

Training

  • Provide training technical assistance and coaching to Aligned Partner Network (APN) Career Coaches on WorkSource services and systems and career mapping.
  • Facilitating the Career Mapping workshop for new Career Coaches in the APN.
  • Develop and facilitate APN coaches professional development sessions for them to learn about career coaching skills industry trends and workforce programs and services.

On-going Support and Coaching:

  • Meet with Career coaches in person at their agencies or virtually throughout the APN Network to review customer career plans and help connect to WorkSource (WSPM) and Workforce programs and resources.
  • Provide on-going education and connectivity to WSPM services and resources especially the ITA scholarships available for training.
  • Ensure Aligned Partner Network (APN) coaches are informed and updated about WorkSource Center procedures schedules upcoming events available resources or other related topics.

Program Infrastructure and Improvement:

  • Participate in regular meetings with WorkSource liaisons and local workforce development board Worksystems (WSI) staff.
  • Maintain regular communication with WSI and partners to inform about trends potential concerns or future challenges; participate in developing solutions to support continuous program improvement.
  • Communicate with WorkSource staff to ensure smooth connection of participants to services.
  • Coordinate with other regional WorkSource Liaisons and Center Managers to ensure staff at all WorkSource Centers understand the process for engaging and tracking participants from Aligned Partners.
  • Address any difficulties or barriers to Aligned Partner customers accessing WorkSource services; work with WorkSource and Aligned Partner staff to resolve problems and provide direct technical assistance to avoid future similar problems.
  • Assist WorkSource staff to refer customers to Aligned Partner Network organizations as appropriate.
  • Track performance and use of resources targeted or designated by Worksystems.
  • Update and maintain the Aligned Partner Network Resource Hub website to create equitable access to resources and events across the network and the community.

Reporting:

  • Report on Worksystems about progress toward planned goals.
  • Submit monthly career coaches feedback forms to WorkSource Center Manager and Worksystems APN Lead.
  • Produce quarterly reports on Liaison activities.
  • Collect and report participant success stories in a template prescribed by Worksystems.

Requirements

Education & Experience

MINIMUM JOB SPECIFIC QUALIFICATIONS:

  • At least 3 years working with low income multi-barriered populations in a workforce development capacity.
  • Must have prior experience of career coaching or educational advising
  • Keen listener- ability to listen and advise.
  • Excellent communication skills in person in writing by phone and electronically and make it understandable to a wide range of audiences.
  • Strong ability to deliver effective training and technical assistance in 1:1 or group sessions
  • Knowledge of WorkSource Portland Metro services standards and practices.
  • Excellent time management skills and ability to prioritize.
  • Proficiency with Google Suite Microsoft Suite data management systems and virtual meeting applications.
  • Strong problem-solving skills.
  • Ability to interact with people of all ages styles and multi-backgrounds.
  • Excellent organizational and interpersonal skills.
  • Ability to work independently and as part of a team.
  • PREFERRED QUALIFICATIONS:
  • Experience working in the Aligned Partner Network or a Workforce Development program.
  • Strong communication skills in a multilingual multi-background organization
  • Strong ability to work with multi-background staff in a team setting
  • Ability to use initiative and judgment in completing tasks and responsibilities
  • Ability to function in a positive manner in a demanding work environment to demonstrate a high degree of flexibility to respond to priorities and schedules that change frequently.

Supervisory Responsibilities

Positions at this level are not responsible for any supervisory functions or responsibilities but may occasionally be asked to orient and/or train new employees or volunteers.
