Jail Side Premium: Standby Behavioral Health Clinician Float On-Calls also receive a Jail Side 10% Hourly Premium.
Per the current Local 88 contract the Standby role is compensated with one (1) hour of pay for every eight (8) hours of coverage if not called in.
Corrections Health provides medically necessary health care to Adults in Custody (AICs) and Youth in Custody (YICs) in Multnomah County jails.
The Standby Behavioral Health Clinician Float On-Call provides services of assessment crisis intervention counseling and care coordination for identified individuals in jail. Other services include case consultation group facilitation education attention to evidence-based practices and selected assigned administrative and client care duties.
This is an On-Call position this assignment may float to any of the three locations within Corrections Health. The three locations would include:
1. The Multnomah County Detention Center (Downtown- adult population)
2. The Juvenile Detention Center (NE Portland-youth population).
3. Inverness Jail Detention Center (Near PDX airport)
This position is essential to the public health and safety and required to report for duty regardless of County decisions to close or curtail other county operations. Depending upon assignment you will be performing some or all of the following duties which are a representative sample of the level of work appropriate to these positions:
Triage/Direct Care
Conduct initial mental health assessments using current DSM-5-TR diagnostic criteria.
Facilitate coordination and referrals for subsequent care.
Provide direct client care through crisis intervention counseling and client education including guidance on accessing community resources.
Initiate monitor and discontinue suicide watch as clinically indicated.
The on-call/standby Mental Health Consultant primarily focuses on risk assessment suicide watch management crisis intervention other urgent intervention needs and essential coverage for assigned Mental Health Consultant caseloads.
During designated coverage hours standby staff must be available to report to assigned sites if summoned.
Documentation:
Documents client care with precision adhering to national evidence-based clinical standards. Utilizes Electronic Health Records and Multnomah County Sheriff Office databases for clinical note and encounter documentation.
Care Coordination
As the designated Responsible Mental Health Authority Standby Behavioral Health Clinician Float On-Calls are responsible for providing and receiving clinical consultation. This includes consultation with other Corrections Health staff Multnomah County Sheriffs Office (MCSO) staff and external entities such as outpatient providers partner agencies and legal agencies. Such consultations are to be conducted as clinically indicated for care coordination ensuring that appropriate releases of information are in place. Standby Behavioral Health Clinician Float On-Calls are also required to attend and actively participate in site-specific staff meetings clinical huddles and any other meetings mandated by mental health leadership.
Training Development Supervision and Consultation
Standby Behavioral Health Clinician Float On-Calls must complete 12 hours of annual professional training and continuing education per NCCHC standards and Corrections Health leadership. They are also required to complete all assigned management training. Standby Behavioral Health Clinician Float On-Calls may develop and deliver training to Corrections Health MCSO and external partners. They must attend and participate in individual and group clinical and administrative supervision and consult with the Corrections Health mental health team and leadership on clinical issues.

Education/Certification: Must be a Certified Qualified Mental Health Professional - (QMHP-C) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website.
QMHP-C OR any license through The Oregon Board of Licensed Professional Counselors and Therapists or The Oregon Board of The Board of Licensed Social Workers.
Current CPR/BLS certification (Valid certification upon hire)
The position requires a background investigation which may include being fingerprinted. Employment is contingent on passing a background investigation.

You do not need to have the following preferred qualifications/ transferable skills to qualify. However keep in mind we may consider some or all of the following when identifying the most qualified candidates. 2 years of experience working in a fast-paced clinical setting as a masters level clinician providing individual and group psychotherapy diagnostic assessment and treatment .
Independent licensure in Oregon (e.g. Licensed Clinical Social Worker Licensed Professional Counselor Licensed Marriage and Family Counselor Licensed Clinical Psychologist) or license eligible based on your current education.
Experience in a corrections setting or other secure setting.
Experience in severe mental illness risk assessment and crisis intervention.
Certification in Alcohol and Drug Counseling is desirable.
