Job Description

Introduction

** THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEEEMPLOYEES ONLY**

Purpose

The Engineering Technician V oversees intake routing andgeneral organization of building and Department of Public Works (DPW) permits.

Essential Functions

Permit Coordination and Review

  • Review plans to verify information and assist individuals seeking a permit.
  • Oversee intake routing coordination and general organization of permit process.
  • Work with other DPW sections to facilitate timely reviews of permit requests.
  • Track the status of all permit applications in process.
  • Review and compile plan coordination from DPW sections for permit processing.
  • Review building permits for encroachments and work in the public right-of-way and for potential drainage issues.

Field Work and Administrative

  • Meet virtually or in person with contractors developers and individuals to discuss the permitting process and requirements.
  • Respond to e-mail and telephone inquiries.

Minimum Requirements

1. Regular status as a City of Milwaukee employee havingsuccessfully completed a probationary period for a civil service position orstatus as a City of Milwaukee employee in a fixed-term position.

2. Five years of full-time experience as a municipal utilityengineering technician surveying technician public works inspector orconstruction materials inspector performing work closely related to theessential functions of this position.

OR

An associate degree in Civil Engineering Technology or a closely related field ANDthree years of experience as a municipal utility engineering techniciansurveying technician public works inspector or construction materialsinspector performing work closely related to the essential functions of thisposition.

3. A valid drivers license and good driving record at the timeof appointment and throughout employment.

Equivalent combinations of education and experience may beconsidered; however there is no substitution for two years of related workexperience.

Desirable Qualifications

  • Work as an Engineering Technician IV CADD and GIS Technician 3 or Public Works Inspector II or higher.
  • Associate degree in Civil Engineering Technology

Knowledge Skills Abilities & Other Characteristics

Technical

  • Knowledge of the practical application of engineering science and technology.
  • Knowledge of best practices for permit reviewing and approval.
  • Knowledge of job-related mathematics such as arithmetic algebra geometry calculus statistics and the ability to make accurate calculations.
  • Skill in the use of computer software such as MicroStation Accela and Microsoft Office.
  • Ability to read and interpret documents such as safety rules and technical materials.

Interpersonal/Communication

  • Verbal communication skills to share concise information with other staff members and management.
  • Written communication skills including the ability to write technical reports and general business correspondence.
  • Skill in providing customer service to internal and external customers and elected officials.
  • Ability to work independently and as part of a team.
  • Ability to build and maintain positive working relationships with a multi-cultural and multi-disciplinary staffthe public various City of Milwaukee officials and other agencies.
  • Ability to work courteously cooperatively and effectively with people whose backgrounds may differ from ones own.

  • Problem-solving and critical thinking skills including the ability to use and analyze information to evaluate options and to find the best solution.
  • Planning organizational and time management skills including the ability to prioritize work with varying deadlines.
  • Attention to detail to ensure accurate documentation.
  • Professionalism honesty integrity and the ability to maintain confidentiality in all aspects of this role.
  • Ability to serve as an effective steward of City resources.

Current Salary

The current salary range (Pay Range 3UN) is$72510-$89557annuallyand the current resident incentive salary range for City of Milwaukee residentsis$74685-$92244.

An appointment will be made in accordance with theprovisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job-related and will consistof one or more of the following: an evaluation of related educationexperience and accomplishments an evaluation of written communicationinterviews and/or other assessment methods. The Department of Public Worksreserves the right to call only the most qualified candidates to proceed in theselection process. Information from the selection process will be used to makea hiring decision. Selected candidates will be transferred and/or promoted tothe position.

INITIAL FILING DATE The selection process will be held assoon as practical after the deadline listed above. Receipt of applications maybe discontinued at any time after this date without prior notice. Howeverrecruitment may continue until the Citys needs have been met. The applicant isresponsible for attending all phases of the selection process at the time andplace designated by the hiring authority.

NOTE: Transfer/Promotional Opportunities and PromotionalExaminations are not open to Milwaukee Public Schools employees or to thepublic. Only current City of Milwaukee employees and civilian personnel in MFDand MPD hired through a City Service Commission process who have successfullycompleted a probationary period for a Civil Service position or who have astatus as a City of Milwaukee employee in a fixed-term position will beconsidered. Individuals with exempt provisional temporary or emergencyappointments are not eligible for transfer.
